You will run the monthly cost and billing cycle that allocates ICE's Financial and Accounting Shared Services costs to DHS customer components, and you will make sure every number can be explained.\nPrimary Role: Steward cost model architecture, billing methodology, trend analysis, and provide strategic insights.\nResponsibilities:\nMaintain and analyze activity-based costing (ABC) methodologies, cost pools, allocation drivers, formulas, assumptions, and traceable billing calculations used in the Customer Billing Model (CBM)/ Cost Management Module (CMM).\nValidate financial and workload inputs; investigate cost variances, outliers, allocation changes, and billing methodology issues with data owners.\nLead the financial analysis for monthly cost model outputs, quarterly Customer Price Volume Index (CPVI) updates, beginning-of-year Financial and Accounting Shared Services (FASS) reassessments, and annual customer pricing reviews.\nPrepare clear financial analysis, variance explanations, trend assessments, and recommendations for Government review.\nProvide functional expertise during CMM configuration reviews and change requests; document methodology, business rules, validation checks, and audit trails.\nCoordinate with reporting, operations, and systems staff to reconcile source data and resolve issues before customer-facing deliverables are released.\nQualifications\nMaster's degree or PhD in data science, statistics, accounting, or applied mathematics.\nAt least six years of relevant experience in cost modeling, financial analysis, shared services, or related policy analytics.\nDemonstrated expertise in activity-based costing, cost allocation frameworks, billing methodologies, and financial-model validation.\nDemonstrated experience in activity-based cost (ABC) modeling and cost model development\nDemonstrated experience in performing data analyses of Financial and Accounting Shared Services (FASS) costs, including data extraction, transformation, and reporting using advanced Excel functions, data visualization tools, and other relevant data analysis platforms.\nProficiency in Python or R (either is sufficient).\nExperience with predictive or trend modeling, audit trail design, advanced Excel, and communicating complex findings.\nNice to Have:\nFederal financial management systems and cost recovery/shared-services environments\nExperience designing, recalibrating, or validating customer billing models.\nWriting/technical writing experience crafting user guides and technical requirement materials, writing Standard Operating Procedures (SOPs), and documenting business processes and workflows.\nSecurity & Eligibility Requirements\nMust be able to pass a federal background check\nU.S. Citizenship required (no visa sponsorship available)\nBenefits\nReferral Bonus\n(401k) Matching\nHolidays - Eleven\nTechnology Reimbursement\nShort-Term & Long-Term Disability\nLife Insurance (Basic, Voluntary & AD&D)\nPaid Time Off (0-3 years - 15 Days PTO | 3+ years 20 Days)\n80% Employer Paid Health Care Plan (Medical, Dental & Vision)\nEqual Opportunity Employer Minority/Female/Veteran/Disability\nAll qualified applicants will receive consideration for employment regardless of race, color, religion, sex, sexual orientation, gender identity, national origin, age, disability, protected veteran status, or status within any other protected group.\nOnly direct applicants will be considered.
