A major federal agency is consolidating its core financial management systems into a single, multi-tenant Oracle Fusion Cloud ERP solution as part of the government-wide push to standardize federal financial management. The program will migrate multiple agency components and customer agencies onto the new platform, with a stated goal of making maximum use of automation and artificial intelligence to reduce manual workload, speed reconciliation and improve data quality.\ni360technologies supports this program as a subcontractor to a large federal systems integrator. We are seeking an Oracle P2P Federal Implementation Lead with substantial experience in federal Procure-to-Pay (P2P) practices who has served as the lead implementer on an Oracle implementation. Oracle EBS implementation experience is acceptable; Oracle Cloud is preferred. This role has a strong focus on ground-up solutioning for a net-new implementation, including global design and key design decision analysis, and offers the chance to shape a program from the start and grow with it for years.\nLocation: Washington, DC Metro, on-site at client facilities; occasional travel to other client locations.\nWhy AI Matters Here\nAI is central to how this team delivers, at every level. Be ready to show us how AI has made your work faster and better.\nWhat You Will Do\nServe as the lead implementer for Oracle P2P on a net-new implementation, owning solution design from the ground up.\nLead the P2P global design for a single, multi-tenant Oracle solution that will serve multiple agency components and customer agencies.\nLead key design decision analysis and document design decisions for stakeholder approval.\nLead requirements and fit-gap workshops with financial and procurement stakeholders, and translate business requirements into Oracle configurations and functional designs.\nDesign Procurement, Purchasing, Self Service Procurement, Supplier Management, Payables, and Payments functionality, including approval rules, purchasing controls, invoice processing, 2-way and 3-way matching, and payment processing.\nAlign P2P design with the federal procurement lifecycle, the Federal Acquisition Regulation (FAR), and OMB A-123 internal control requirements, including approval workflows and segregation of duties (SoD).\nDesign payment processing for ACH and federal disbursements, with controls to prevent duplicate or erroneous payments.\nDesign integration of P2P processes with GL, Fixed Assets, Projects, Budgetary Control, and external systems, including G-Invoicing for intragovernmental transactions (IGT).\nDesign how P2P transactions record commitments and obligations against Budgetary Control, with USSGL-compliant budgetary and proprietary accounting.\nDesign Treasury payment processes, including payment schedule files, payment confirmations, and Prompt Payment Act interest.\nOwn functional specifications for integrations, conversions, reports, and extensions, and lead conversion and validation of vendor master data and open accounts payable balances.\nLead SIT/UAT scenario development and defect resolution, and support deployment, cutover, training, and post-production stabilization.\nDocument configurations, business processes, SOPs, and controls, and maintain audit readiness documentation.\nUse AI tools to accelerate analysis, documentation, and testing, and mentor junior team members in doing the same.\nRequired Qualifications\n8+ years of Procure-to-Pay and Oracle ERP Financials/Procurement experience.\nSubstantial experience with federal P2P practices, including federal procurement and payables.\nLead implementer for P2P on at least one Oracle implementation (Oracle EBS or Oracle Cloud).\nExperience with ground-up solutioning for a net-new implementation, including global design.\nExperience leading key design decision analysis.\nStrong knowledge of the Federal Acquisition Regulation (FAR), invoice processing, and vendor payment workflows.\nExperience with end-to-end P2P processes and Oracle approval workflows/BPM.\nExperience with FBDI, OTBI/BIP, interfaces, and conversions from a functional perspective.\nStrong testing and troubleshooting experience.\nDemonstrated use of AI tools to accelerate analysis, documentation, testing, or problem solving.\nPreferred Experience\nLead implementer experience on Oracle Fusion Cloud (preferred over EBS-only experience).\nKnowledge of FIBF, USSGL, or federal reporting requirements.\nFamiliarity with federal disbursement and payment systems.\nExperience with G-Invoicing for intragovernmental transactions.\nUnderstanding of internal controls and audit requirements (OMB A-123).\nExperience with shared services or federal ERP modernization.\nExperience with commitment and obligation accounting and Treasury payment processes.\nWhat You'll Gain\nA leading role on a decade-long federal modernization program.\nThe chance to shape P2P design for a major federal agency from the ground up.\nLong-term stability with growing scope, responsibility, and leadership opportunity.\nExperience leading AI-enabled delivery on a high-profile federal program.\nWhat Success Looks Like\nThe P2P global design and key design decisions are analyzed, documented, and approved on schedule.\nP2P configurations and functional designs are delivered on schedule with minimal rework.\nP2P processes run end-to-end with strong controls -
