The ideal candidate brings deep Military Health System (MHS) experience, a long track record with joint DoW/VA health care programs, and proven contract management skills, and is comfortable engaging senior executives across both Departments.\nPlease not this position is contingent upon award (Jan/Feb 2027)\nTop 5 Qualifications:\nBachelor's degree and active Project Management Professional (PMP) certification\n\nMinimum 20 years of experience working in the Military Health System (MHS)\n\nMinimum 10 years of experience with joint DoW/VA (formerly DoD/VA) health care programs\n\nMinimum 10 years of contract management experience, including leading contractor teams and managing deliverables, staffing, and quality on Government contracts\n\nStrong executive communication skills with senior Government leadership, other contractors, and partner agency representatives\n\nKey Responsibilities:\nProgram Leadership\nOversee and manage all task areas of the contract, performing day-to-day management of contract support operations across multiple concurrent tasks and monitoring program performance against standards.\n\nOrganize, direct, and coordinate the planning and execution of all contract support activities; formulate and enforce work standards, assign contractor schedules, review work discrepancies, and supervise contractor personnel.\n\nProvide technical guidance to the contractor team and review the quality of all work products before delivery to the Government.\n\nContribute to the development of management strategies for the client organization, and communicate policies, purposes, and goals of the organization to the team.\n\nMaintain and manage the client interface at the COR level and communicate effectively, orally and in writing, with all levels of Government management, other contractors, and customer agency representatives.\n\nServe as the designated Program Manager with full authority to act for the contractor on all matters relating to daily operations; designate and prepare an alternate to act in the Program Manager's absence.\n\nScope Oversight Across Task Areas:\nEnsure delivery of support to senior joint DoW/VA governance committees, business lines, and working groups, including annual reports to Congress and joint strategic planning.\n\nOversee support to interagency health care sharing partnerships, including data-driven process improvement and policy and legislative advisement to client leadership.\n\nOversee program management and financial tracking for a joint interagency funding program, including policy guidance updates.\n\nOversee front office operations, including document and records management, travel, calendars, website and SharePoint content, Government-provided AI tools, and collaboration site management.\n\nContract Management, Quality, and Reporting:\nPlan and host the project kick-off meeting and deliver associated agendas and minutes on schedule.\n\nDevelop and execute the Quality Control Plan, maintaining quality across all deliverables and contract performance standards.\n\nPrepare and submit Monthly Status Reports covering staffing, travel, activities by task, issues and corrective actions, and Government actions required.\n\nLead transition-in at contract start and plan transition-out to ensure continuity of operations.\n\nMaintain a fully qualified, stable workforce; manage recruiting, onboarding, retention, and replacement of personnel to keep all positions filled without interruption.\n\nEnsure team compliance with security, background investigation, non-disclosure, privacy and HIPAA training, PII/PHI handling, incident reporting, and Government property accountability requirements.\n\nAttend periodic progress meetings with Government contracting and program staff and manage travel and other direct costs within authorized limits.\n\nWorking Conditions and Location:\nThis is a full-time, onsite position at a Government facility in Northern Virginia. Candidates must live within commuting distance of the Washington, DC metropolitan area.\n\nStandard core business hours, Monday through Friday (Eastern Time). Telework may be permitted on a limited basis with approval from contractor and Government leadership.\n\nMust hold a current Public Trust background investigation and maintain it for the duration of the assignment.\n\nMust sign a non-disclosure agreement before beginning work and complete required privacy and HIPAA training within 30 days of assignment and annually thereafter.\n\nWork involves handling of personally identifiable information (PII) and protected health information (PHI) in accordance with DoW, HIPAA, Privacy Act, records management, and federal information security requirements.\n\nContractor personnel must identify themselves as contractors in all meetings and communications and may not use retired or reserve military rank or title while performing contract duties.\n\nUses Government-furnished equipment and Government systems for document management, records management, travel, and collaboration.\n\nThis is a key personnel position contingent upon contract award.
