The consultant will help ensure end users receive timely, site-specific support; identify and coordinate refresher-training needs; provide input on training-content updates; and strengthen adoption of processes, systems, and tools supported by the Tier.\nThe consultant is expected to become an integrated member of the assigned Tier team and act as a connector among end users, SMEs, training stakeholders, local sites, and the Access and Training program offices.\nThis is a contractor / 1099 role supporting Tier 1 and Solution Teams/ Some travel may be required for on-site working sessions.\nKey Responsibilities\nLiaison:\n- Embed within the assigned Tier 1 SME team and develop a working understanding of its workflows, processes, systems, user populations, and training materials.\n- Advise SMEs and training owners on needed changes to training content, including updates prompted by workflow changes, system enhancements, policy changes, or recurring user issues.\n- Help maintain training materials, FAQs, job aids, communications, and other user-facing resources in partnership with content owners and SMEs.\n- Participate in established communities of practice, Tier meetings, office hours, working sessions, and other stakeholder forums.\nDeliver:\n- Serve as a primary coordinator for site-specific user-support and refresher-training requests.\n- Coordinate with local site contacts and other support functions to ensure training and support are delivered consistently and aligned with business needs.\n- Facilitate instructor-led classes, virtual sessions, office hours, and drop-in support sessions when required.\n- Assess reported training gaps, recurring questions, user feedback, and adoption issues to recommend appropriate support interventions.\n- Track support themes, training activity, recurring issues, and user feedback; provide regular updates and recommendations to the Tier team.\n- Identify the appropriate modality, coaching, job aid, microlearning, or refresher, based on the urgency and complexity of the gap.\n- Deliver or coordinate refresher training, targeted coaching, demonstrations, facilitation, job aids, and other learning-support resources as needed.\n- Validate proficiency following interventions to confirm gaps have been addressed sufficiently.\n- Support change-management and communications activities associated with new or revised workflows, tools, system functionality, or training materials.\n\nRequired Qualifications\n- Experience delivering training, facilitating workshops, or providing end-user support in a business, operational, technical, or healthcare environment.\n- Experience with the Oracle Health Electronic Health Record (EHR), including end-user support, workflow training, adoption, optimization, system implementation, onboarding, Oracle Health maintenance training, or system-related process changes.\n- Ability to translate complex clinical, operational, or system processes into clear, practical learning content and user guidance.\n- Strong facilitation, presentation, communication, and stakeholder-management skills.\n- Experience identifying learning needs and recommending appropriate training or performance-support solutions.\n- Ability to work independently while collaborating closely as an embedded member of a cross-functional team.\n- Strong organizational skills, including the ability to manage multiple requests, priorities, and follow-up activities.\n- Proficiency with common virtual collaboration, presentation, and documentation tools.\nPreferred Qualifications\n- Experience with the Federal Electronic Health Record (FEHR), including its clinical, operational, training, implementation, or end-user-support environment.\n- Experience supporting enterprise EHR implementations, process transformation, or large-scale change initiatives.\n- Experience developing or maintaining training materials, job aids, knowledge articles, FAQs, and facilitator guides.\n- Familiarity with learning-management systems, virtual-learning platforms, or knowledge-management tools.\n- Experience supporting geographically distributed sites, facilities, or diverse user groups.\n- Prior experience in a consulting or contractor role supporting client teams.\nExpected Deliverables\n- A documented understanding of the assigned Tier’s training, adoption, and end-user-support needs.\n- Coordination and delivery of site-specific refresher training, coaching, office hours, and other user-support activities.\n- Active participation in Tier meetings, classes, working sessions, and communities of practice.\n- Recommendations for training-content revisions, new job aids, FAQs, and other user-support resources.\n- Periodic reporting on training activity, user feedback, recurring issues, emerging risks, and improvement opportunities.\n- Ongoing collaboration with Tier SMEs to improve end-user readiness, confidence, and adoption of Oracle Health EHR workflows and related
