The Supervisor exercises independent judgment in scheduling work, allocating resources, resolving field issues, and ensuring projects are completed safely, efficiently, and in accordance with applicable specifications.\nThe Public Works Supervisor serves as acting designee in the absence of the Public Works Director when assigned.\nLeadership & Supervision\nSupervise, direct, and evaluate Public Works field crews and assigned personnel.\nAssign daily work tasks, prioritize service requests, and ensure timely completion of projects.\nInspect completed work sites to ensure quality, safety, and compliance with City standards.\nProvide coaching, training, and performance feedback to staff.\nEnforce safety policies, operational procedures, and regulatory compliance requirements.\nPerform manual labor alongside crews when operationally necessary.\nOperations & Field Oversight\nCoordinate maintenance and repair of streets, drainage systems, storm drains, culverts, signage, vegetation control areas, and right-of-way infrastructure.\nInspect public works complaints and document detailed scope of work, labor, materials, and equipment needed.\nRespond to homeowner requests regarding drainage, stormwater, erosion control, and related infrastructure concerns.\nMeet with property owners for off-road drainage projects and secure required Hold Harmless and Spoil Release forms.\nRequest utility locates in coordination with the Engineering Department.\nCoordinate installation of special event banners and decorations.\nStormwater & Regulatory Compliance\nServe as Stormwater Management Coordinator and perform inspections required under the City’s Stormwater Management Plan (MS4).\nConduct periodic inspections of active construction sites to ensure erosion and sediment controls are maintained.\nAssist the Public Works Director and City Engineer with MS4 reporting requirements.\nPerform subdivision construction inspections and review culvert permits to ensure compliance with City, EBR, and DOTD specifications.\nContractor & Program Management\nCoordinate and oversee third-party contractors performing public works-related tasks.\nPrepare Requests for Proposals (RFPs) for drainage and stormwater projects, develop detailed scopes of work, and oversee contractor performance.\nManage the City’s Vegetation Control Program.\nEnsure contractors complete work according to City standards and contract requirements.\nEquipment & Asset Management\nWork with the Public Works Director to maintain equipment, tools, and fleet assets.\nOversee equipment usage and ensure proper maintenance and accountability.\nUtilize GPS surveying equipment to verify drainage system elevations and infrastructure placement.\nAssist with maintaining work orders and asset documentation.\nCommunity & Intergovernmental Relations\nMeet with homeowners, HOAs, Council Members, and the Mayor to address public works concerns.\nRepresent the Public Works Department in meetings related to drainage, stormwater, and infrastructure projects.\nAssist with after-hours emergency callouts as required.\nOther Duties\nServe as back-up to the Public Works Director when designated.\nPerforms other duties as assigned as appropriate for this role.\nQualifications\nMinimum education: High School Degree, or GED equivalent\nDesired education: Associates Degree or Technical College training in a related field\nRelated work experience of 5 to 7 years, or\nAny equivalent combination of education and experience.\nValid Driver’s License.\nKnowledge, Skills, and Abilities\nStrong leadership and supervisory skills.\nKnowledge of public works operations, drainage systems, roadway maintenance, and stormwater compliance.\nAbility to read plans, specifications, and regulatory documents.\nWorking knowledge of MS4 and erosion control requirements.\nAbility to manage multiple projects and personnel simultaneously.\nStrong communication and public engagement skills.\nProficiency with work order and asset management systems\nPersonal Qualities\nIBTS places a high value on certain personal traits that work toward creating a positive, professional, and supportive work environment, which is essential for working together and achieving success.
