Deputy Program Manager

Location: Remote - must be able to travel nationally to support federal program delivery and client engagement.

Position Summary

The Deputy Program Manager helps lead federal disaster recovery program delivery with shared responsibility for cost, schedule, quality, and overall performance. This role works closely with the Program Manager to keep work moving accurately and efficiently, track progress across projects and task areas, identify risks and issues early, and provide clear performance updates to government stakeholders. The DPM also serves as the continuity lead when the Program Manager is unavailable, helping maintain steady direction, client communication, and program execution.

Key Responsibilities

Program Delivery & Performance Management

  • Help manage program cost, schedule, quality, and performance across assigned workstreams.
  • Support delivery of work that is accurate, timely, and consistent with the Performance Work Statement, contract requirements, and government priorities.
  • Track project and task progress, surface delivery risks, and coordinate practical solutions to keep work on schedule.
  • Develop clear status updates, performance reporting, and issue briefings for government and internal leadership.

Program Leadership & Team Coordination

  • Provide program leadership support and step in for the Program Manager when needed to sustain operations and government support.
  • Coordinate multidisciplinary teams while working collaboratively within the broader program leadership structure.
  • Maintain effective communication with government stakeholders, subcontractors, program leadership, and delivery teams.
  • Promote accountability, teamwork, and follow-through in fast-paced or high-pressure delivery environments.

Cost, Risk & Quality Control

  • Support budget oversight, cost tracking, financial performance monitoring, and cost-control activities across assigned projects and task orders.
  • Identify and help resolve risks, issues, and conflicts that may affect delivery, schedule, budget, or client confidence.
  • Use sound judgment and problem-solving skills to remove barriers and keep program work progressing.
  • Reinforce quality control, documentation discipline, and detail-oriented delivery across program outputs.

Disaster Operations Support

  • Bring practical disaster operations experience to support recovery activations, field coordination, and federally funded recovery programs.
  • Coordinate across field, technical, grants management, and program control teams to support steady delivery during disaster operations.
  • Help manage surge demands, resolve operational issues, and support government reporting in high-tempo recovery environments.

Required Qualifications

  • Bachelor’s degree in business, management, public administration, emergency management, or a related technical field.
  • 10+ years of experience supporting or leading program management activities, with demonstrated experience managing complex projects or programs comparable in size, pace, and operational complexity.
  • Experience supporting disaster operations, disaster recovery programs, field-based response or recovery work, or similar emergency management environments.
  • Experience leading teams, managing priorities, and supporting decision-making processes within a project or program environment
  • Experience serving in both leadership and individual contributor roles within cross-functional teams.
  • Experience supporting budget management, cost tracking, financial performance, and cost-control activities.

Preferred Qualifications

  • Project Management Professional (PMP) certification.
  • Experience supporting FEMA Public Assistance, federal disaster recovery, or large federal task-order contracts.
  • Clear, professional written and verbal communication skills, including the ability to brief leadership and government stakeholders.
  • Highly organized and detail-oriented, with the ability to manage competing priorities, multiple tasks, and tight deadlines under pressure.
  • Sound problem-solving, conflict-resolution, and risk management skills.
  • Collaborative approach with the ability to build teamwork, motivate staff, and support a positive delivery environment.
  • Ability to provide continuity of leadership and represent the Program Manager’s priorities when acting in a deputy capacity.
