ICF is seeking a Vice President, Global Procurement and Subcontracts to serve as the enterprise's senior-most procurement executive, accountable for the full procurement lifecycle across purchasing, strategic sourcing, and subcontracts. Reporting to the Senior Vice President, Contracts, Procurement and Pricing, this leader sets enterprise procurement and subcontracting strategy, builds the operating model that delivers it, and owns the performance, compliance, and risk posture of the function worldwide.

The Vice President directs a global organization through a team of leaders spanning direct and indirect purchasing, category management, subcontracts formation and administration, and procurement operations. Success in the position depends on designing the policies, delegation thresholds, approval gates, systems, and talent structures that allow the organization to transact well at scale, and on knowing when to personally engage in the highest-risk and highest-value awards and supplier relationships. The Vice President partners with executives across Contracts, Compliance, Operations, Finance, Legal, Human Resources, Pricing, Administrative Operations, and Business Development, and serves as the executive voice of procurement to ICF's senior leadership.

This position is based in our Reston, VA headquarters with a hybrid work schedule.

Key Responsibilities

Strategy and Enterprise Leadership

  • Define and execute a global procurement and subcontracts strategy aligned to ICF's growth objectives, margin targets, and client commitments.
  • Serve as the executive advisor to senior leadership on supplier risk, market conditions, cost structure, and make-versus-buy and teaming decisions.
  • Represent procurement and subcontracts to the executive leadership team and in audits, client reviews, and government agency engagements.
  • Set the acquisition strategy framework applied across capture and program execution, ensuring sourcing and teaming approaches support both win strategy and executability.
  • Lead the transformation agenda that unifies the procurement organization under common policy, process, systems, and data.

Procurement Operations and Category Management

  • Own the enterprise category strategy for direct and indirect spend, and the governance that keeps it current.
  • Establish supplier segmentation, performance management, and relationship governance models, and personally own the supplier relationships designated strategic to ICF.
  • Ensure the organization sustains market intelligence on supply base capacity, pricing trends, and emerging service offerings, and that it acts on what that intelligence shows.
  • Direct the procurement technology roadmap, including source-to-pay automation, analytics, and spend visibility, in partnership with Administrative Operations, Finance, and Information Technology.
  • Partner with Corporate Business leaders to develop a calendar for annual spend requirements to enhance the ability to predict and staff key sourcing efforts for each department and drive cost savings for the organization.

Subcontracts

  • Own the enterprise subcontracts function, including policy, delegation of authority, approval gates, standard terms, and template governance across all contract types.
  • Ensure prime contract requirements and regulatory flow-downs are correctly applied across the subcontract portfolio, and that the control environment produces the evidence to prove it.
  • Establish the subcontractor risk framework covering selection, financial and performance risk, and escalation, and serve as the executive escalation point for critical supplier and subcontractor disputes.
  • Own ICF's small and diverse business subcontracting strategy and its compliance posture, including plan commitments and reporting obligations.
  • Partner with capture and program leadership so that teaming and subcontracting approaches are set early in pursuit and executed to schedule after award.

Compliance, Risk, and Controls

  • Delegated authority to commit the enterprise to supplier and subcontract obligations within thresholds established with the Senior Vice President, Contracts, Procurement and Pricing.
  • Own a federally approved purchasing system and the control environment that sustains it, including audit readiness and successful Contractor Purchasing System Review (CPSR) outcomes.
  • Ensure procurement and subcontract activity complies with federal, state, local, commercial, and applicable international requirements, as well as client-specific contractual terms.
  • Own the function's operating budget and accountability for enterprise third-party spend performance.

Organizational Leadership

  • Build and lead the global procurement and subcontracts organization, including structure, talent strategy, leadership development, and succession planning.
  • Establish the performance standards, metrics, and reporting cadence by which the function is managed and measured.
  • Foster a culture of service to the business, disciplined compliance, and continuous improvement.

Required Qualifications

  • Bachelor’s degree in business, Finance, Supply Chain, Procurement, or related field.
  • 15+ years of progressive procurement, subcontracts, and leadership experience.
  • 5+ years at the senior or executive level leading large, geographically dispersed teams through subordinate leaders.

Preferred Qualifications

  • Master's degree (MBA or related field).
  • CPSM, CIPS, CPM, or equivalent professional certification.
  • Experience with source-to-pay technology transformation or other digital transformation of a procurement function.
  • Knowledge of Deltek Costpoint ERP and Zycus procurement systems.
  • Experience as the senior-most procurement or subcontracts executive, or as a direct report to that executive, in an organization of comparable size and complexity.
  • Demonstrated accountability for both direct and indirect procurement and subcontracts within a professional services or government contracting environment.
  • Experience establishing procurement and subcontracting policies and procedures compliant with federal requirements and achieving or sustaining an approved purchasing system through a Contractor Purchasing System Review (CPSR).
  • Depth across multiple markets, supporting procurement and subcontracting for federal, state, local, and commercial programs.
  • Experience managing global supplier relationships and international procurement operations to include technology products and services (such as IT consulting services, SaaS subscriptions, telecommunications, cloud services, hardware, etc.).
  • Proven record in strategic sourcing, supplier negotiation, subcontract governance, and procurement transformation at enterprise scale.
  • Experience leading procurement organizations in complex, matrixed environments, including global supplier relationships and international operations.
  • Strong financial acumen and demonstrated ability to influence and align executive stakeholders.

  • Purchasing cycle time and continuous process improvement.
  • Savings and value delivered as a share of addressable spend.
  • Effective strategic business partnership with business and corporate leaders.
  • Measurable improvement in supplier and subcontractor performance and in third-party risk exposure.
  • An approved purchasing system sustained, with successful CPSR outcomes and clean audit results.
  • Organizational maturity, evidenced by a high-performing global team.
