The Technical PM must be capable of leading the execution of cloud-native architecture, DevSecOps integration, and cross-disciplinary Agile teams from initial discovery through production deployment.\nKey Responsibilities\n1. Modernization Program Initiation & Discovery\nLead initial technical discovery efforts across legacy SAS systems.\nPartner with Cloud Architect and Technical SMEs to define target-state cloud-native architecture.\nTranslate system-level modernization goals into actionable epics and initial product backlog.\nIdentify migration sequencing strategy (refactor vs lift-and-shift).\nEstablish MVP/Proof-of-Concept scope for initial modernization slice.\nCoordinate early governance artifacts (architecture reviews, EWG alignment).\n2. Agile Team Stand-Up & Delivery Execution\nEstablish and manage Agile Scrum or Kanban delivery framework.\nBuild and maintain backlog aligned to modernization roadmap.\nFacilitate sprint planning, backlog refinement, and retrospectives.\nEnsure alignment between Product Owner (Federal) and technical team.\nDrive sprint-level execution across:\nCloud Architecture\nCloud Engineering\nData Engineering\nApplication Development (Python)\nTesting (manual & automated)\nDevSecOps\n3. AWS Cloud Modernization Leadership\nLead migration of on-prem SAS systems to AWS cloud-native architecture.\nCoordinate deployment of applications leveraging AWS services such as:\nLambda\nFargate\nGlue\nAurora/Postgres\nS3\nBatch\nCloudWatch\nSecrets Manager\nEnsure Infrastructure-as-Code and CI/CD practices are implemented.\nOversee containerization and serverless deployment strategies.\nCoordinate environment provisioning within EDL constraints.\nThe Technical PM must be able to understand and challenge architectural decisions in AWS environments.\n4. DevSecOps & Automated Testing Integration\nEnsure CI/CD pipelines are implemented and integrated with automated testing.\nOversee regression validation between legacy SAS outputs and Python outputs.\nIntegrate security scanning and vulnerability remediation into sprint cycles.\nCoordinate automated test framework implementation.\nEnsure quality gates are embedded in delivery lifecycle.\n5. Governance & Compliance Alignment\nCoordinate architecture documentation for:\nEnterprise Working Group (EWG)\nArchitecture Review Board\nInterface Control Documents (ICDs)\nSupport Authority to Operate (ATO) readiness activities.\nMaintain alignment with Zero Trust, IUS, and Census security policies.\nEnsure traceability between requirements, backlog items, and delivered capabilities.\n6. Cross-System Integration & Dependency Management\nManage integration touchpoints across:\nMojo\nDICE\nEDL\nTabulation\nProcessing systems\nDownstream dissemination systems\nIdentify and mitigate cross-workstream risks.\nPlan modernization sequencing to avoid production disruption.\nAlign delivery milestones with ACS operational cycles.\n7.
