System-of-Systems Architecture Leadership\nLead end-to-end architecture across interdependent systems and workflows.\nDefine target-state architectures across presentation, application, data, and integration layers.\nEnsure integration consistency across upstream and downstream systems in data-intensive environments.\nProduce and maintain architecture artifacts including:\nLogical, physical, data, and deployment views\nInterface Control Documents (ICDs)\nArchitecture Decision Records (ADRs)\nConduct architecture reviews and provide authoritative technical guidance to engineering teams.\nDefine and enforce architecture standards and reusable design patterns across multiple teams.\n2. Legacy Modernization & Refactoring Strategy\nDefine architectural approach for refactoring legacy statistical and data-intensive systems.\nEstablish modular design patterns that preserve:\nWeighting logic\nVariance estimation\nMargin of Error (MOE) calculations\nStatistical reproducibility\nDesign architectures that improve maintainability, scalability, observability, and performance.\nEstablish parallel validation and regression testing frameworks to ensure equivalence between legacy and modernized systems.\nProvide architectural leadership for refactor, replatform, and migration initiatives.\n3. 7 Rs Migration Framework Governance\nApply and govern the 7 Rs migration framework (Rehost, Replatform, Refactor, Repurchase, Relocate, Retain, Retire).\nClassify systems based on complexity, risk, dependency centrality, and operational constraints.\nDefine phased migration waves aligned to production cycles and environment onboarding timelines.\nPrevent hybrid cloud/on-premises thrashing through disciplined sequencing and guardrails.\nDevelop portfolio-level migration plans and modernization roadmaps.\n4. Cloud-Native AWS Architecture\nArchitect AWS-based solutions leveraging services such as:\nLambda, Step Functions\nECS / EKS / Fargate (when justified)\nGlue, Aurora/PostgreSQL, S3, Batch\nCloudWatch, IAM, KMS, Secrets Manager\nDesign highly available, fault-tolerant, and secure architectures.\nDefine Infrastructure-as-Code standards for repeatable, auditable deployments.\nEstablish secure-by-design patterns aligned with Zero Trust, NIST RMF, and FedRAMP-style controls.\nApply cloud security architecture principles (IAM, encryption, network security, logging, compliance).\nIdentify and resolve system-level architectural, integration, and performance issues.\n5. DevSecOps & Automated Validation Architecture\nDefine CI/CD architecture standards across delivery teams.\nIntegrate automated regression testing and statistical validation into pipelines.\nGuide containerization and serverless implementation patterns based on workload characteristics.\nEstablish logging, monitoring, and observability standards.\nEnsure DevSecOps processes are embedded and consistently implemented.\n6. MVP / Prototype Architecture Leadership\nDefine architecture for initial modernization MVP.\nSelect representative modernization slices for proof-of-concept validation.\nEnsure prototype artifacts are reusable and scalable across subsequent phases.\nValidate performance, scalability, and statistical equivalency prior to broader rollout.\n7. Governance & Compliance Alignment\nSupport architecture reviews and governance boards.\nPrepare required architecture artifacts for approvals.\nSupport ATO readiness and continuous monitoring.\nEnsure compliance with Information Usage Security (IUS), Section 508, and enterprise standards.\nAlign architecture with both Agile and structured delivery models.\nRequirements\nPreferred Qualifications\nExperience supporting federal government modernization programs.\nExperience with statistical, analytical, or high-volume data processing systems.\nExperience operating in regulated or governance-heavy environments.\nExperience designing hybrid and multi-cloud architecture.\nExperience leading architecture across multiple concurrent workstreams.\nCore Competencies\nSystems-level
