The role requires strong Oracle database development expertise, experience with legacy application modernization, and the ability to work collaboratively within an Agile/Scrum environment.\nKey Responsibilities\nAnalyze existing Oracle Forms applications, including architecture, database structures, business logic, and integrations.\nMigrate and modernize legacy Oracle Forms applications to Oracle APEX.\nDesign, develop, and maintain Oracle APEX applications and user interfaces.\nDevelop and optimize PL/SQL stored procedures, functions, packages, and complex SQL queries.\nWork with Oracle Database 19c to support application development, enhancements, and maintenance.\nPerform data analysis, data extraction, and scripting to support reporting and business requirements.\nImplement application security, user roles, and authorization mechanisms.\nTroubleshoot application issues and perform SQL debugging, testing, and performance tuning.\nIntegrate web services and support system interfaces.\nReview existing technical documentation and translate business requirements into technical solutions.\nParticipate in all phases of the software development lifecycle, including requirements gathering, design, development, testing, deployment, and production support.\nPrepare technical, functional, and system documentation.\nSupport production releases, deployments, and release management activities.\nGenerate reports and provide regular status updates to management and technical stakeholders.\nProvide knowledge transfer and technical guidance to Commonwealth IT staff and other developers.\nCollaborate with technical leads and project teams to establish UI/UX standards and development best practices.\nRequired Qualifications\nBachelor's degree in Computer Science, Information Technology, or a related field.\n5-7 years of hands-on experience in Oracle PL/SQL development.\n5-7 years of experience developing applications using Oracle APEX.\nStrong knowledge of Oracle RDBMS, preferably Oracle Database 19c.\nExperience developing and maintaining stored procedures, functions, packages, and complex SQL queries.\nProficiency with Oracle SQL Developer and/or TOAD.\nUnderstanding of database design and data modeling principles.\nExperience integrating web services and working with application interfaces.\nExperience with SQL query optimization, debugging, performance tuning, and testing.\nFamiliarity with Oracle and SQL Server database environments.\nStrong analytical, troubleshooting, and problem-solving skills.\nExcellent written and verbal communication skills.\nAbility to prepare clear technical documentation and collaborate with cross-functional teams.\nPreferred QualificationsExperience modernizing or migrating legacy Oracle Forms applications to Oracle APEX.\nFamiliarity with Oracle Database 19c features and capabilities.\nExposure to XML, HTML, Java, PL/SQL APIs, web services, and SOA architecture.\nExperience working in Agile/Scrum development environments.\nExperience supporting regulatory, environmental, or other mission-critical applications.\nPrevious experience working with the Commonwealth of Pennsylvania or environmental systems.\nExperience with technical documentation, release management, and knowledge transfer.\n Important RequirementsThis is a remote position;
