This position serves as a critical liaison between construction contractors, engineering firms, permitting agencies, inspectors, project managers, compliance personnel, and internal stakeholders to help ensure projects are delivered safely, on schedule, within budget, and in accordance with applicable grant and contract requirements. The ideal candidate possesses strong organizational skills, telecommunications construction knowledge, and the ability to manage multiple active projects across different stages of deployment.\nRequired Duties and Responsibilities\nCoordinate daily activities of construction contractors and subcontractors.\nDevelop and maintain construction schedules for multiple active projects.\nTrack, publish and distribute weekly construction, inspection, utility locate, and restoration schedules and milestones.\nCoordinate mobilization activities, material deliveries, and construction sequencing.\nAssist with construction kickoff meetings and contractor onboarding.\nMonitor project progress, identify schedule risks or potential delays, and escalate issues requiring management review.\nServe as a primary coordination point between contractors and Inland project staff.\nCollect, review, and validate daily construction reports and installed quantities.\nSupport contractor compliance with contract and project requirements.\nCoordinate responses to contractor requests for information (RFIs).\nDocument field issues and facilitate resolution between engineering and construction teams.\nTrack permit acquisition, conditions, expiration dates, and renewal requirements for active projects.\nCoordinate utility locates and help ensure locates are completed before construction begins.\nMonitor easement, right-of-way, and site-access approvals.\nCoordinate with county, city, tribal, state, and federal agencies, as assigned.\nCapture field design changes and redlines for engineering review and document control.\nSupport preparation and review of as-built documentation.\nMaintain records required for federal, state, and local grant compliance.\nSupport collection of contractor certified payroll, domestic-preference documentation, and other compliance records when required.\nTrack production quantities against approved schedules and project budgets.\nSupport earned-value, forecasting, and project-performance reporting as requested.\nCoordinate with engineering consultants, construction contractors, project managers, compliance staff, procurement teams, utility representatives, local jurisdictions, and broadband office representatives.\nCommunicate schedule changes, field conflicts, documentation needs, and emerging risks to appropriate stakeholders.\nVerify completion and documentation of restoration activities.\nSupport final inspections, acceptance activities, and resolution of remaining punch-list items.\nCoordinate collection of final as-builts, test documentation, warranties, permits, and contractor closeout records.\nRequirements\nRequired Qualifications\nAssociate’s degree in Construction Management, Engineering Technology, Telecommunications, Project Management, or a related field; equivalent relevant experience may substitute.\n3-5 years of experience in telecommunications, utility, broadband, heavy civil, or infrastructure construction.\nWorking understanding of outside-plant telecommunications construction and fiber-optic network deployment.\nProficiency with Microsoft Excel, Outlook, Teams, SharePoint, scheduling tools, and document-management systems.\nStrong organizational, recordkeeping, written communication, and verbal communication skills.\nValid driver’s license and ability to travel to active project sites.\nPreferred Qualifications\nExperience supporting BEAD or other federally funded infrastructure projects.\nKnowledge of 2 CFR Part 200 and NTIA broadband deployment requirements.\nWorking familiarity with Build America Buy America, Davis-Bacon, environmental review, and grant monitoring documentation.\nExperience with GIS mapping systems, permitting, right-of-way, and utility-coordination processes.\nOSHA 10 or OSHA 30 certification.\nPhysical Demands:\nWhile performing the duties of this job, the employee is regularly required to sit; reach with hands and arms and talk or hear. The employee will be required to wear standard job site PPE including, but not limited to, hard hat, safety glasses and work boots. The employee is frequently required to use hands to finger, handle or feel; frequently lift and/or move up to 25 pounds. The employee is regularly required to stand and walk.
