IPA brings together researchers and decision-makers to design, rigorously evaluate, and refine these solutions and their applications, ensuring that the evidence created is used to improve the lives of the world’s poor. In recent decades, trillions of dollars have been spent on programs designed to reduce global poverty, but clear evidence of which programs succeed is rare, and when evidence does exist, decision-makers often do not know about it. IPA exists to bring together leading researchers and these decision-makers to ensure that the evidence we create leads to a tangible impact on the world. Since its founding in 2002, IPA has worked with over 600 leading academics to conduct over 900 evaluations in 52 countries. This research has informed hundreds of successful programs that now impact millions of individuals worldwide.\n\nWe are recruiting to fill the position below:\n\nJob Title: Embedded Lab Manager\n\nLocation: Abuja\n\nJob Summary\n\nThe role leads a team of associates who support government partners in building their data systems and analytical capacity, and reports to the Associate Director, Policy, with dotted-line oversight from IPA’s Global Policy team and the Financial Inclusion Program (FIP).\nThe Embedded Lab Manager will strengthen Monitoring, Evaluation, and Learning (MEL) systems and government data systems, foster institutional ownership of evidence-informed decision-making, and translate evidence into actionable insights through policy briefs and presentations.\nIPA Nigeria is seeking an Embedded Lab Manager to work closely with government institutions and other sector stakeholders to strengthen their capacity to generate, interpret, and use evidence to improve policies and programmes.\n\nResponsibilities\n\nWorkplan management, reporting and stakeholder engagement (20%):\n\nCoordinate project activities alongside technical staff from the partner in a learning-by-doing approach, fostering active engagement throughout the process.\nPromote engagement to raise awareness of the lab and encourage collaborative efforts for collective impact.\nCultivate relationships with key local top-level decision makers and ensure the project has sustained buy-in and input.\nSupport other project management tasks, including progress tracking, financial oversight, and internal and donor reporting.\nCollaborate with the partner’s team to develop a shared work plan, ensuring alignment with project goals and effective implementation.\n\nGenerating relevant evidence (40%):\n\nLead the co-creation of a policy-driven research agenda for the regulatory partners and guide the development of analytically rigorous research projects that generate actionable, data-driven insights.\nDevelop and implement analytical and data-visualisation systems (dashboards) that translate raw data into clear, actionable insights for decision-makers, including automated reporting and interactive dashboards where appropriate.\nFacilitate engagement with local and international academics and technical experts to strengthen partners’ policy-driven research agendas, including advancing robust analytical methods and data use.\nDesign and deliver hands-on workshops to build partners’ capacity in data engineering and analytics, including data pipelines, data merging and wrangling, statistical analysis, and dashboard or visual tool development, using platforms such as Power BI, Tableau, Stata, R, or Python.\nManage research projects end-to-end: define research objectives and analytical frameworks, develop protocols, oversee data collection and management systems, supervise statistical analysis, and ensure data quality, reproducibility, and methodological rigor at all stages.\nEstablish and institutionalise standard operating procedures, documentation, and reproducible analytical workflows so partner staff can independently maintain, update, and scale data systems over time.\nIdentify and develop opportunities to leverage administrative and other large-scale datasets for policy-relevant research, including structuring data access, preparing datasets for analysis, and connecting local and international researchers to pursue these opportunities.\nProvide hands-on technical leadership in collecting, cleaning, structuring, integrating, and analysing large and complex administrative or survey datasets, applying reproducible workflows and best practices in data management.\n\nSharing evidence to inform program design and delivery (20%):\n\nProduce policy briefs on key policy questions.\nDevelop user-friendly data dashboards, visualizations, or summaries for top-level decision-makers, ensuring that complex results are accessible and directly inform program design.\nIn collaboration with researchers and in support of the country director, represent IPA locally in policy conversations and at events.\nWork together with the partner, the project team, sector team, and global policy and communications teams to lead and/or participate in strategic events for policy purposes, including but not limited to summits, conferences, workshops, technical working groups, and round tables.\nShare existing evidence to inform the partner’s program design and delivery.\n\nExploring program institutionalization (20%):\n\nEngage with the partner’s leadership to explore opportunities to institutionalize the lab for sustainability.\n\nQualifications\n\nExperience supervising staff and managing multiple concurrent engagements.\nExcellent communication skills, including clear, precise, non-technical written and presentation skills, with a strong written voice and effective spoken communication style.\nProven ability to multitask and complete projects on tight deadlines with limited supervision.\nStrong quantitative skills, including the ability to understand academic research studies and analyze bodies of research.\nExperience with IPA and/or partner institutions. (preferred)\n5+ years of relevant experience analyzing and communicating complex research results to various audiences, including at least 1 year working closely with government or large NGO partners in a low- or middle-income country (LMIC) context.\nProfessional working proficiency in English (fluency).\nMaster’s Degree in Economics, Development, International Relations, Public Administration, Public Policy, or a closely related field strongly preferred; additional experience will be accepted in place of a master’s degree. (preferred)\nKnowledge of the Nigerian policy-making process and government structures, or demonstrated experience building that knowledge quickly in a new country context.\nStrong ability to manage up and across, coordinating effectively with the Associate Director, Policy, the Global Policy team, and research staff.\nExperience as part of a government team, as a researcher, or with monitoring, evaluation, and learning (MEL). (preferred)\nKnowledge of and demonstrated experience in the use of rigorous evidence for international development policy.\nExperience in agriculture, education, financial inclusion, or social protection. (preferred).\n\nHow to Apply\n\nInterested and qualified candidates should:\n\nClick here to apply online","description_format":"text","description_chars":7264,"description_truncated":false,"requirements":{"experience_years_min":null,"management_years_min":null,"team_size_min":null,"manages_managers":false,"education":null,"security_clearance":false,"languages":[]},"benefits":[],"hiring_locations":[],"hiring_excludes":[],"relocation_offered":false,"industries":["Research Institutes"],"lifecycle":[{"event":"open","at":"2026-10-29T10:17:15Z"}],"visa":[],"liveness":{"score":86,"band":"hot","label":"Hiring now","p_open":1,"p_active":0.86,"p_room":1,"age_days":1,"expected_fill_days":25,"reasons":["seen:1","win:early"],"computed_at":"2026-10-30T05:48:23Z"},"pay":null,"html_url":"https://alion.io/job/innovations-for-poverty-action-embedded-lab-manager","json_url":"https://alion.io/job/innovations-for-poverty-action-embedded-lab-manager.json","meta":{"generated_at":"2026-10-30T06:37:18Z","cache_seconds":300,"methodology":"https://alion.io/methodology","terms":"https://alion.io/terms","contact":"https://alion.io/contact","api":"https://alion.io/developers","about":"Alion is a live layer of people, companies and AI agents: who they are, whether they are real and active right now, what they do and how to work with them, readable by people and by agents and paid per call.","catalog":"https://alion.io/catalog.json","usage":{"tier":"crawler_verified","counted_by":"address","units_charged":1,"used_today":9233,"day_limit":null,"remaining_today":null,"minute_limit":300,"resets_at":"2026-10-31T00:00:00Z"}},"offers":[{"id":"company.slices","title":"One company in depth, by slice","status":"live","price":{"credits":0.02,"usd":0.002,"plus_per_slice":{"credits":0.05,"usd":0.005}},"unit":"per company, plus each slice with data","note":"the employer in depth","call":{"mcp_tool":"get_company","arguments":{"id":1782784},"rest":"https://alion.io/mcp/rest/get_company?id=1782784"},"human":"https://alion.io/catalog?offer=company.slices&for=job%2Finnovations-for-poverty-action-embedded-lab-manager"},{"id":"market.stats","title":"A market slice: pay, demand and time to fill","status":"live","price":{"credits":1,"usd":0.1},"unit":"per slice","note":"pay, demand and time to fill for this role and place","call":{"mcp_tool":"market_stats"},"human":"https://alion.io/catalog?offer=market.stats&for=job%2Finnovations-for-poverty-action-embedded-lab-manager"},{"id":"job.search","title":"Open jobs by role, technology, place, pay and visa","status":"live","price":{"credits":0.02,"usd":0.002},"unit":"per posting in a list","note":"similar open postings","call":{"mcp_tool":"search_jobs"},"human":"https://alion.io/catalog?offer=job.search&for=job%2Finnovations-for-poverty-action-embedded-lab-manager"},{"id":"company.verify","title":"Is this company real and active right now","status":"pilot","price":null,"unit":"per company","request":{"url":"https://alion.io/catalog/request","method":"POST","body":"{\"offer\": \"company.verify\", \"for\": \"job/innovations-for-poverty-action-embedded-lab-manager\", \"note\": \"what you need it for\"}"},"human":"https://alion.io/catalog?offer=company.verify&for=job%2Finnovations-for-poverty-action-embedded-lab-manager"}],"agent":{"mcp":"https://alion.io/mcp/jobs","mcp_open":"https://alion.io/mcp/open","next":[{"tool":"get_job","arguments":{"id":3449419}},{"tool":"search_jobs","arguments":{"company":"poverty-action.org","detail":"compact"}},{"tool":"match_people","arguments":{"job_id":3449419},"note":"people open to offers who fit this vacancy"}],"note":"The same data through MCP tools: https://alion.io/mcp/open needs no sign-in (compact searches, postings, people); https://alion.io/mcp with an Alion account has everything.
