If you have the vision to influence strategy, the expertise to partner with stakeholders at every level, and a roll-up-your-sleeves approach to delivering results, we invite you to make a lasting impact with Insitu.\nAs an Industrial Participation Program Manager, you will be responsible for the following.\nWhat you’ll do:\nStrategy\nCollaborate across functional teams to support Industrial Participation and Offset strategies in international opportunity marketing and capture plans.\nDevelop, update, and maintain Industrial Participation and Offset policies and procedures in alignment with company guidance.\nEstablish long-range offset strategies tailored to specific countries and product lines.\nIdentify and evaluate potential in-country partners for collaborative offset initiatives.\nTranslate Industrial Participation and Offset requirements into actionable business and investment plans, measurable projects to fulfill obligations.\nEstablish local content, technology transfer, capability development and economic impact objectives\nAnalyze economic outcomes and recommend approaches based on country-specific industrial priorities and offset regulations, including offset credit banking opportunities.\nMonitor and report on global trends and evolving country policies regarding Industrial Participation, providing insights on best practices and emerging requirements.\nReview contract terms and conditions to identify risks and propose effective mitigation strategies.\nServe as the primary contact for Industrial Participation and Offset matters, liaising with customers, third parties, and internal stakeholders.\nPartner with Business Development and international customers to develop Offset programs aligned with national goals.\nIncorporate offset obligations into capture strategy, pricing, contracts and program planning.\nExecution\nLead in the preparation, review, and execution of Industrial Participation and Offset plans, proposals, transactions, and agreements.\nNegotiate offset plan & multipliers with regional stakeholders to maximize ROI.\nSupport implementation and ongoing management of Industrial Participation and Offset projects.\nEnsure timely and compliant fulfillment of Industrial Participation and Offset commitments.\nPrepare, submit, and maintain required reports and records for Industrial Participation and Offset obligations.\nTrack and report progress toward existing Offset commitments, supporting program managers as needed.\nCollaborate with contracting and export compliance teams to facilitate Offset execution.\nCoordinate ongoing project activities and monitor submissions and reporting to achieve Offset credits within budget and schedule.\nMaintain database of obligations accrued and offsets discharged.\nCoordinate with Functional stakeholders.\nMaintain offset project bank in collaboration with functional stakeholders.\nEducation & Experience:\n15+ years relevant experience with 5+ years experience with Offset and/or Industrial Participation.\nKnowledge of DoD acquisition and U.S. Foreign Military Sales processes.\nStrong understanding of global Offset policies and frameworks (Europe, Middle East, etc.).\nDeep familiarity with international trade regulations (ITAR, EAR).\nProven experience in government negotiations, cross-border transactions, and industrial partnerships.\nExpertise in negotiating, structuring, and managing complex agreements.\nExcellent organizational skills, attention to detail, and communication abilities.\nDemonstrated project management and analytical skills.\nAbility to work independently and support multiple stakeholders in a fast-paced, international environment.\nPrior experience in program management or business development.\nStrong leadership qualities, proficiency in program management methodologies, government collaboration, and risk management.\nAbility to quickly learn new technologies and products.\nAbility to manage budgets for offset projects, analyze cost structures, and perform ROI and investment analyses for offset initiatives.\nPreferred Education & Experience:\n5+ years experience in UAS industry or related defense programs.\nTechnical background and ability to assess and coordinate technology development and transfer.\nSupplier and supply chain management experience, including local sourcing initiatives.\nKnowledge of technology transfer, product localization, and integration of offset requirements.\nExperience delivering presentations to senior stakeholders and training internal teams.\nCultural and/or language fluency in one of Insitu’s key markets (Europe, Middle East).\nTravel Requirement: This position requires Domestic and International travel up to 30%.Travel requirement may vary based on proposal and customer needs.\nIn-Office Requirement Statement: (Hybrid) This position is eligible for hybrid work. It is our strong preference that the candidate works onsite at least one week per month to allow for maximum collaboration and connection to the team and product.
