Systems.\nStructures quality gateways in the delivery of the Software Development Life Cycle\n(SDLC).\nManages all phases of the Software Development Life cycle\n\nIT GOVERNANCEEnsure sound Governance for Business Continuity\no Develop CBE IT Governance Framework in line with IT applicable laws and\nregulations and prescripts including the ICT Public Service Cooperate\nGovernance is the ICT Policy Framework (CGICTPF)\no COBIT\nDevelop and Implement an ICT Strategic plan.\nReview and implement an IT Security Policy and an IT Risk Management framework in line\nwith Enterprise Risk Management.\nContinuous review and implementation of IT policies and procedures\n\nSTAKEHOLDER RELATIONSHIPDevelop a clear strategy and an implementable service delivery program in consultation\nwith business units\nIdentify opportunities to outsource, where feasible in line with CBE policies and process\nDesign internal work processes to improve customer service\nProvide guidance and mentorship to ensure teams' technical skills and knowledge are kept abreast of industry trends\n\nBUDGET MANAGEMENTAnalyses the business plan to determine the financial requirements.\nObtains the budgetary prescriptions from the Finance Division.\nDetermines financial allocations in accordance with deliverables.\nSubmits budget for approval in accordance with policies and procedures.\nMonitors expenditure against budget and ensures spending occurs within budgetary\nlimits.\nPeruses monthly expenditure statements from Finance and addresses anomalies.\nExplores opportunities to reduce costs.\n\nPROJECT MANAGEMENTTakes projects from original concept through final implementation.\nDefines project scope and objectives.\nDevelops and implements technical project management tools such as plans, schedules,\nproject estimates and resource plans.\nDevelops responsibility and compliance matrices.\nInterfaces with all areas affected by the project.\nConducts project meetings and undertakes project tracking and analysis.\nEnsures adherence to quality standards and reviews project deliverables.\nProvides technical and analytical guidance to the project team.\nRecommends and takes action to direct the analysis and solutions of the problem\n\nHUMAN RESOURCE MANAGEMENTSets performance objectives for employees.\nEnsures that all employees have signed performance agreements.\nConducts employee appraisals.\nDraws up action plans to address poor performance.\nIdentifies training needs of employees.\nEnsures ongoing training and development of employees.\n\nREQUIREMENTS:Advanced Diploma / Bachelors Degree (NQF Level 7) in Information Technology (IT)\nMinimum of 5 years experience in Information, Communications Technology.\nManagement experience from middle management.\nExperience in Software Development Life Cycle (SDLC)\n\nCOMPETENCIESBusiness applications and project management strategies and plans\nUnderstanding of IT Governance framework, strategies, policies, and practices an\nBusiness Continuity Management, COBIT, ITIL and Database Management\nSystem testing strategies and protocols\nReporting\nA valid driver's
