certificate/qualification in auditing, finance, or business management.\nWORKPLACE COMPETENCIES\nProvide assurance and consulting services around planned engineering projects covering the whole value chain\nfrom project approval, planning, design, construction, and post review:\nNeeds assessments, and feasibility studies.\nClear understanding and confirmation of project scope.\nConfirmation of project works type.\nA clear understanding of special conditions.\nDetailed design.\nTender evaluation against approved technical specs.\nAssure ongoing projects to prevent/curb:\nPoor planning & project management.\nLate completion of projects.\nIncrease in budgeted costs and extensions.\nPoor build.\nUnder/non-utilization of completed infrastructure assets.\nDrive combined assurance on engineering projects audit assurance with AGSA.\nAdvisory and consulting services as required.\nOversee proactive assurance reviews on engineering project specifications and procurement.\nPerformance audits on engineering projects to confirm effectiveness, efficiencies, and economies of scale.\nConfirm compliance with industry laws including environmental.\nAttention to key audit matters.\nAssurance around key business processes, e.g. SCM, Projects, Freeway Management Systems, concessions\noperations, etc.\nInputs into planning, budgeting, forecasting/ Business development.\nCritical review of projects and return on investments (ROI) analyses.\nHigh-value tender proactive reviews.\nReal-time audits (e.g. natural disasters, emergency procurement).\nMaintenance of Internal audit methodology.\nSpecial audits.\nKEY RESPONSIBILITIES\nStrategic Functions\nProvide input in the development of a strategic plan for the unit.\nOversee development of the operational plan in assigned portfolio and delivery of outputs including staff and\nstakeholder management.\nDirect the identification, evaluation, and monitoring of the risk areas and assist with the development of the\nInternal Audit Methodology the Annual Risk Based Audit Plan and the three-year rolling plan.\nLead the audit function in playing a strategic role in embedding the principles of good governance and ensuring\nstandards of service excellence and ethical behavior are upheld.\nLed the delivery of assigned components/audits including quality assurance responsibilities\nEnvironmental scanning and monitoring of macro and micro risks that impact the IA unit and delegated functions.\nProvide value-added proactive assurance and consulting activities\nPartner closely with key internal and external stakeholders to ensure optimal combined assurance to the Board\nand Management and make certain that key risks are appropriately addressed, and best practices are\nrecommended and implemented.\nManage and oversee service providers' performance and project management in the execution of allocated projects.\nLiaise with consulting engineers and contractors around assigned tasks and responsibilities\nAudit Planning\nLead the review and assessment of systems of control, compliance, risk management, and governance to\ndetermine if the organization has adequate standards/processes in place to achieve organizational objectives.\nSupervise the performance of audits from identification and planning of projects to issuing and presenting of final\nreports to executive management and those charged with governance by The International\nStandards for the Professional Practice of Internal Auditing and best practice frameworks.\nParticipate in the development of the annual audit plan in consultation with Management, Risk Management and\nthe Auditor General for review and approval.\nConduct risk and control assessment of assigned department or functional area in established/required timeline\nfor the development of the audit plan and the basis for planning audit projects.\nPerform ongoing environmental scanning for emerging risks and keep abreast with all relevant legislative\nchanges, standard operating procedures, methodology, and guidelines\nAudit Execution\nEnsure that engineering project risks are adequately covered and responded to.\nOversee proactive assurance reviews as mandated by management and the board.\nEnsure that all assigned audits are executed as per the audit plan and agreed timelines.\nDevelop risk-based audit programmes and evaluate the suitability of internal control design and make\nrecommendations on findings.\nManage audits to ensure that they are conducted in line with applicable standards and within the time budgets\nand timelines determined as per the audit plan.\nSuggest and perform consulting and advisory engagements to add value to the organization.\nDrive implementation of combined assurance framework and increased reliance by AGSA on internal audit work\nAudit Project Quality\nEnsure that policies, procedures, and guidelines that impact functional areas are in place, cascaded, and clearly understood while determining the level of internal compliance (in terms of Quality Assurance standards\n(IIA) in line with Internal Audit methodology.\nMaintain and provide recommendations to improve standard operation procedures for internal auditing.\nTraining and capacity building of audit team members\nAudit and Management Reporting Validate the accuracy of findings and decide on the severity of weaknesses\nRecommend solutions for improvement of processes and controls.\nDraft audit findings for improvements in the economy, efficiency, and effectiveness of controls, risk, and governance of audit areas.\nCoordinate activities and involvement with various internal stakeholders to finalise audit reports.\nProvide feedback reports on the status of projects highlighting significant weaknesses and suggested improvements.\nCompile reports to management committees and the audit committee.\nProject and Financial Management\nResponsible for managing an allocated budget and assisting the Chief Audit Executive with the internal audit budget and financial management of the internal audit function.\nReview and assess the effectiveness of financial controls within the allocated centre and Internal Audit
