This period typically requires heightened emergency response efforts, which place significant pressure on the Supply Chain Unit (SCU). As staff are increasingly engaged in urgent field operations and emergency procurement, additional support is required to ensure continuity of routine supply chain and administrative functions. This temporary support aims to maintain operational efficiency, uphold compliance standards, and prevent disruptions in office-based logistics and procurement activities.\nOrganizational Department / Unit to which the Consultant is contributing\nResources Management: Supply Chain Unit\n Tasks to be performed under this contract\nChain Unit (SCU) in Manila in developing, implementing, and maintaining acomprehensive stock record system for office stationery and supplies at the Country Office.\n\nProvide procurement support for the acquisition of low- to medium-value, non-complex items,ensuring compliance with organizational procedures.\n\nFacilitate the onboarding process of vendors into the new WAVE (Oracle) platform, ensuring accurateand timely registration.\n\nMonitor and manage inventory levels of office stationery and supplies, ensuring timely replenishmentto avoid stockouts at the Manila Country Office.\n\nTrack issued Purchase Orders (POs), process vendor invoices, prepare payment requests, andcoordinate with the Finance Unit to ensure timely payments to suppliers and service providers.\n\nMaintain organized physical and electronic records of all procurement documentation in accordancewith IOM policies and procedures; retrieve relevant data and support the preparation of periodic\nprocurement reports.\n\nDevelop and maintain a facilities management tracker to record service requests and completed work,providing data for forecasting and planning for FY 2026.\n\nSupport the logistical and administrative arrangements for meetings, workshops, and training sessions.\nPerform other duties as may be assigned.\nPerformance indicators for the evaluation of results\nStock record system for office supplies developed and operational by 31st December 2025\nFacilities maintenance tracker developed and operational by 15th December 2025\n100% of all vendors in IOM database, have been onboarded into WAVE by 30th November 2025\nStock levels reviewed and reporting done on monthly basis starting January 2026\nTimely request for replenishment when stock level is at 20% low- No stockouts recorded for FY2026\nRequired Qualifications and Experience\nEducation\nUniversity degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with two years of relevant professional experience; Certification in Procurement, Logistics or Supply Chain Management is an advantage.\n\nExperience/Skills\nExperience in procurement and logistics and working with vendors and service providers, asset management process, working with IOM/UN Procurement and Logistics Rules and Procedures and in an international organization an advantage.\nLanguages\nFor this consultancy, English is required.\nProficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.\nRequired Competencies\nIOM’s competency framework can be found at this link.
