Joining the company means contributing to complex international projects within a high-performance industrial environment.\n Job Dimensions\nAffiliate Complexity / Criticality\nThe job holder is the C&P métier representative of an affiliate with high complexity / criticality to manage C&P activities, as the C&P stakeholder will have to consider internal / external factors such as:\nThe high risk related to bribery in Iraq and the management of economic sanctions risks (Iraq is identified as one of the riskiest countries related to bribery). Anti-bribery qualification process and monitoring are under C&P responsibility.\n\nThe set-up of an affiliate in a country where TE is not operating, requiring an important level of negotiation with authorities to define rules to be followed and to build local practices (processes, suppliers, etc.).\n\nThe implementation of a 4-in-1 project (multi-energies and technical disciplines) where all external engagement and associated processes are going through C&P Affiliate (MPP, CC, Audit, SAP DOA, etc.).\n\nThe most salient risks for the Company managed by C&P: Legal risks (criminal prosecution), reputational / financial risks linked to human rights violations or bribery cases of suppliers, which can lead to significant legal prosecution and high reputational / financial risks. The C&P Head of Division job holder will have to navigate within this complex environment to manage all Contracts & Procurement activities within the company in compliance with Company and local policies, while participating in the optimization of economic performance, quality and time efficiency of C&P operations.\n\nInteractions with various disciplines, such as EP Ratawi Hub Management, HSE, Security, Drilling and Completion, Project, Field Operations, Legal, Social Performance, Commercial, Finance, Human Resources, National Content, IT, Support Services, Total Headquarters and other IOCs; project partners; Iraqi Authorities; and all Service Contractors and Material Suppliers.\n\nKey C&P Information Under the Job Holder's Direct Responsibility\nDOA: Any external commitment for GGIP (Affiliate + Projects).\n\nContracts target values: Above USD 200 million.\n\nSAP DOA management: For the 4 GPIs.\n\nContract portfolio: 30-40 active contracts and 100-150 Service Orders per year.\n\nAnnual turnover: Almost USD 100 million, including GPIs.\n\nActivities\nContract Establishment and Management\nIn its perimeter, the job holder organizes Technical Services Contract activities of RATAWI Hub Affiliate. On its Technical Services perimeter, the job holder manages contract establishment processes.\nManage C&P Contract activities in cooperation with the Partner entities.\n\nEnsure the proper application of TE internal C&P and UCPP procedures and associated processes, local constraints, and any eventual synergy action plans defined by the Affiliate.\n\nManage the contract process: receive requests or scope from requesting entities, organize calls for tender, evaluate offers along with requesting entities, lead negotiations and supervise the establishment of C&P administrative and contractual documents.\n\nDefine, adopt and monitor appropriate governance and strategies (by TGP categories, etc.).\n\nValidate / ensure validation of all contractual documents and formal letters issued by the contracts and purchasing entity.\n\nOrganize and manage the preparation of contract committee presentations.\n\nLead cost optimization and reduction through the use of market intelligence information, supplier qualifications and evaluations, cost models, target prices, etc.\n\nParticipate in / lead complex negotiations during award and management stages of Contracts / Service Purchase Orders.\n\nEnsure compliance with internal and external validation thresholds for Strategy, RTA and internal and external engagements (DOA).\n\nManage contracts after signature, including potential claims follow-up, extensions, renewal strategy implementation, budget consumption monitoring and SRM with suppliers.\n\nEnsure timely creation of SAP POs / SOs.\n\nDevelop local and international supplier panels.\n\nPrepare and maintain contractual templates adapted to applicable local terms and conditions.\n\nEnsure auditable electronic and physical archiving in accordance with internal C&P and UCPP requirements.\n\nDefine and monitor KPIs to ensure improvements in efficiency.\n\nDuet/Triplet Management\nThe job holder supports Duet/Triplet Management.\nEnsure the organization of Duet/Triplet meetings with partner entities and technical managers.\n\nAssist the Technical entities with all contractual activities.\n\nParticipate in anticipating the needs of Technical entities through the creation of procurement plans.\n\nLead Master Procurement Plan (MPP) preparation and updates with contributions from Partner Entities.\n\nCompliance Management\nThe job holder manages compliance of product line activities.\nVerify that company contractual / purchasing policies and applicable laws are adhered to, especially regarding ethics and transparency.\n\nEnsure the application of and compliance with procedures in the tender process.\n\nEnsure the application of Terms and Conditions, especially for complex, high-value and high-risk services.\n\nH3SE Compliance\nThe job holder adheres to H3SE rules.\nSet a personal example in adherence to COMPANY rules and procedures.\n\nRaise awareness and provide guidance to employees under their supervision regarding the execution of H3SE rules, for both Company Staff and suppliers, without detracting from contractors' legal obligations.\n\nEnsure that H3SE clauses are implemented in C&P documents and that H3SE performance is followed up systematically.\n\nNotify relevant staff of accidents, incidents and near-misses, and initiate corrective actions.\n\n C&P Technical and Managerial / Behavioral Competencies\nC&P Technical Competencies (as per GM-GR-ACH-006)\nProcurement Strategy Development: ADVANCED\n\nMarket Intelligence: INTERMEDIATE\n\nProcurement Sourcing: INTERMEDIATE\n\nSAP Management: INTERMEDIATE\n\nContractual / Legal Environment: ADVANCED\n\nSupplier Relationship Management: INTERMEDIATE\n\nContract Management: ADVANCED\n\nSupply Management / Optimization: INTERMEDIATE\n\nTransit Operations: FUNDAMENTALS\n\nStock Management: FUNDAMENTALS\n\nManagerial / Behavioral Competencies\nResult Oriented: ADVANCED\n\nManagerial Courage: INTERMEDIATE\n\nTeam Development: N/A\n\nCustomer Focus: ADVANCED\n\nInterpersonal Effectiveness: ADVANCED\n\nQualification and Background\nDiploma: BAC+5 or recognized/certified experience equivalence.\n\nInternational Experience Required: Yes / No.\n\nProfessional Experience: +12 years in the oil and gas industry.
