You'll be responsible for bringing together multiple workstreams, ensuring delivery remains on track, risks are actively managed, and programme outcomes support better services for residents.\nYou'll work closely with senior leaders, housing repairs teams, contractors, digital and transformation colleagues, finance, procurement, residents, and other stakeholders to drive effective programme delivery across the service.\nAbout the Role\nAs Housing Repairs Programme Manager, you'll provide strategic oversight and day-to-day programme leadership across a complex housing repairs transformation portfolio.\nYou'll ensure workstreams are aligned, dependencies are understood, governance is robust, and delivery is focused on improving resident experience, operational efficiency, performance, and value for money.\nWhat you'll be doing:\nLeading the delivery of the Housing Repairs Transformation Programme across multiple workstreams\nDeveloping and maintaining programme plans, milestones, dependencies, and delivery schedules\nProviding clear programme governance, reporting, and oversight\nMonitoring progress against agreed objectives, deadlines, budgets, and performance measures\nIdentifying, managing, and escalating programme risks and issues\nCoordinating activity across housing repairs, digital, finance, procurement, operations, and customer services\nWorking closely with senior stakeholders to ensure alignment on priorities and outcomes\nDriving service improvement across housing repairs processes and customer journeys\nSupporting the redesign of end-to-end repairs services to improve efficiency and resident satisfaction\nEnsuring programme decisions are evidence-based and informed by data, performance insight, and resident feedback\nManaging interdependencies between projects and workstreams\nSupporting procurement and contract-related activity where required\nWorking with contractors and service partners to ensure delivery aligns with programme objectives\nPreparing high-quality reports, briefings, and presentations for senior leadership and governance boards\nTracking programme benefits and ensuring intended outcomes are realised\nSupporting change management and implementation activity across operational teams\nProviding challenge and assurance to workstream leads and project managers\nEnsuring effective financial management and budget oversight\nPromoting strong communication and engagement across the programme\nSupporting continuous improvement and embedding sustainable change\nRequirements\nWe're looking for a highly experienced, strategic, and delivery-focused Programme Manager with strong housing, repairs, transformation, and stakeholder management experience.\nYou'll ideally have:\nSignificant experience managing large and complex transformation programmes\nStrong experience within housing repairs, housing services, asset management, or a closely related environment\nExperience leading multiple projects and workstreams simultaneously\nStrong programme governance and reporting experience\nExperience managing programme risks, issues, dependencies, and benefits\nExcellent stakeholder management skills, including working with senior leaders and executive-level stakeholders\nStrong understanding of service transformation and operational improvement\nExperience working with contractors, suppliers, and procurement teams\nStrong financial and commercial awareness\nExperience managing programme budgets and financial controls\nAbility to analyse performance data and use insight to drive decision-making\nExcellent written and verbal communication skills\nStrong leadership and influencing skills\nExperience delivering change within complex organisations\nAbility to work effectively in a politically sensitive or high-profile environment\nExperience within local government, social housing, or the wider public sector would be highly advantageous\nRelevant programme or project management qualification, such as PRINCE2, MSP, Agile, or equivalent, would be desirable\nEligibility to work in the UK\nAbility to provide three years of references/work history\nAbility
