Job Purpose
The Service Manager is responsible for leading and managing the delivery of a high-quality, customer-focused council service.
The postholder will provide strategic and operational leadership, ensuring services are delivered efficiently, comply with statutory and regulatory requirements, and contribute to the Council's corporate priorities.
The role includes responsibility for service planning, performance management, budget control, staff leadership, and continuous service improvement.
Responsibilities
Lead, manage, and develop the service area to ensure the effective delivery of high-quality services.
Develop and implement service plans aligned with the Council's strategic objectives and statutory responsibilities.
Manage service performance through the use of key performance indicators (KPIs), quality standards, and performance reporting.
Lead, motivate, supervise, and develop staff through effective recruitment, appraisal, training, and performance management.
Manage service budgets, monitor expenditure, and ensure value for money in all areas of responsibility.
Ensure compliance with relevant legislation, Council policies, safeguarding requirements, health and safety regulations, and data protection legislation.
Develop and maintain effective working relationships with elected members, senior managers, partner organisations, contractors, and other stakeholders.
Identify opportunities for service improvement, transformation, and innovation to enhance efficiency and customer outcomes.
Prepare reports, business cases, and briefing papers for senior management, committees, and elected members.
Manage contracts, service level agreements, and commissioned services where applicable.
Respond to complex enquiries, complaints, and service issues in a professional and timely manner.
