The Network Governance & Monitoring Manager leads the network-specific governance, vulnerability management, compliance, documentation, and monitoring functions that support the Enterprise Network organization. The role provides oversight of the 24x7 Network Operations Center (NOC), network audit readiness, vulnerability tracking, operational controls, runbooks, and continuous improvement activities.

This leader works closely with Network Engineering, Network Operations & Reliability, Security, Risk, Compliance, Audit, and third-party service providers to maintain strong operational discipline, improve monitoring effectiveness, reduce network risk, and ensure the network organization is prepared for audits and regulatory reviews.

Governance, compliance, vulnerability tracking, and audit responsibilities in this role are specific to the Enterprise Network environment. The role does not own enterprise-wide governance, audit, cybersecurity, or vulnerability management programs.

This position may be worked remotely within the United States, with the exception of California.

What you’ll be responsible for:

Network Monitoring & NOC Oversight

  • Provide leadership and oversight for the 24x7 Network Operations Center and eyes-on-glass monitoring service.
  • Manage third-party NOC and monitoring service providers, including service quality, performance reviews, escalations, and accountability.
  • Ensure effective alert validation, event triage, incident creation, escalation, shift handoffs, and approved runbook execution.
  • Drive improvements in alert quality, monitoring coverage, operational visibility, responsiveness, and escalation accuracy.
  • Maintain network monitoring procedures, escalation paths, service expectations, and operational metrics.
  • Partner with the Observability team to address missing events, incorrect severity, stale alerts, platform issues, and monitoring gaps affecting network operations.
  • Occasional evening and weekend availability required to respond to urgent operational needs, system outages, or critical business events.
  • Travels to remote JHA offices as needed for meetings or company events.

Network Governance, Compliance & Audit Readiness

  • Lead network-specific governance and operational control activities.
  • Coordinate network audit readiness, evidence collection, response activities, and remediation tracking.
  • Maintain network control documentation, evidence repositories, standards, and supporting records.
  • Monitor adherence to network policies, configuration standards, operational procedures, and required controls.
  • Track network-related findings, action plans, risks, exceptions, and remediation commitments through closure.
  • Partner with Security, Risk, Compliance, and Audit teams on network-specific requirements while those teams retain ownership of their enterprise programs.

Network Vulnerability Management

  • Coordinate vulnerability remediation activities for network devices, platforms, software, and supporting network services.
  • Track network vulnerability findings, severity, ownership, aging, target dates, exceptions, and remediation status.
  • Work with Network Engineering, Network Operations, Security, and vendors to prioritize and address findings.
  • Provide regular reporting and leadership visibility into network vulnerability exposure, overdue items, trends, and risk.
  • Support audit and compliance requests related to network vulnerability controls and remediation evidence.
  • Drive accountability for timely remediation while technical teams retain responsibility for engineering and implementation.

Documentation & Knowledge Management

  • Establish and maintain standards for network documentation, operating procedures, and runbooks.
  • Drive the creation, review, approval, publication, and ongoing maintenance of network operational documentation.
  • Ensure documents are accurate, current, accessible, appropriately controlled, and aligned with operational needs.
  • Improve knowledge sharing, support readiness, and process consistency across the network organization and NOC partner.
  • Track documentation gaps and coordinate updates with accountable technical owners.

Operational Excellence & Reporting

  • Develop and maintain network operational KPIs, dashboards, risk reporting, and management reviews.
  • Lead continuous improvement activities focused on governance, monitoring, documentation, vulnerability tracking, and partner performance.
  • Support network change governance and operational review processes.
  • Identify opportunities to improve efficiency through standardization, simplification, and responsible automation.
  • Monitor action items and commitments, escalate risks, and provide clear recommendations to Network Operations & Reliability leadership.

People & Partner Leadership

  • Lead and develop team members responsible for network governance, documentation, compliance support, vulnerability tracking, and NOC oversight.
  • Set clear expectations, priorities, goals, and performance measures for internal staff and service providers.
  • Foster a culture of ownership, accountability, collaboration, operational discipline, and continuous improvement.
  • Coordinate effectively across technical teams and influence outcomes without assuming ownership that belongs to service or engineering teams.
  • Provide concise updates on monitoring performance, vulnerability posture, audit readiness, operational risk, and improvement priorities.
  • May perform other job duties as assigned.

What you’ll need to have:

  • A minimum of 5 years of experience in network operations, infrastructure operations, IT operations, governance, risk, compliance, or related discipline.
  • A minimum of 3 years of experience leading people, technical operations, service providers, or cross-functional operational programs.
  • Experience supporting 24x7 monitoring or NOC environments and managing operational escalations.
  • Experience with audit support, operational controls, compliance evidence, vulnerability tracking, and remediation coordination.
  • Experience managing third-party service providers, service expectations, and performance reviews.
  • Strong written communication, organization, analytical thinking, stakeholder management, and follow-through.

What would be nice for you to have:

  • Bachelor’s degree in information technology, engineering, business, or a related field, or equivalent practical experience.
  • Working knowledge of enterprise networking, infrastructure monitoring, incident management, change management, and operational support practices.
  • Experience with monitoring and IT service management platforms such as ScienceLogic SL1 and ServiceNow, or comparable tools.
  • Experience developing operational metrics, dashboards, risk reporting, procedures, and governance routines.
  • Knowledge of network vulnerability remediation, control testing, audit evidence, and regulatory expectations.
  • Demonstrated ability to improve processes, reduce operational risk, and drive accountability across multiple teams and vendors.
