Global Workforce Analyst

A global workforce solutions business providing employer-of-record, payroll, contract management and compliance services is looking for a Global Workforce Analyst to take ownership of the tools and rules that keep its international workforce compliant.
This is a hands-on, data- and systems-focused position. You will translate labour legislation, collective bargaining agreements (CBAs), payroll rules and contractual requirements into practical monitoring tools, automated checks, alerts and dashboards.
You will not be expected to code or develop platforms yourself. You will define the business rules and system requirements, work closely with systems specialists during development, and ensure that the resulting tools and calculations are accurate and fit for purpose.
Key Responsibilities
Develop and maintain tools that monitor employee working hours across multiple countries, CBAs and client contracts.
Identify employees approaching legal, contractual or CBA working-hour limits.
Translate pay rules into logical calculations covering grades, seniority steps, overtime, night work, weekends and public holidays.
Ensure employees are assigned the correct classification, trade and grade, and flag potential misclassification.
Develop comparator-pay and uplift calculations for leased and posted workers.
Track welfare fund contributions that form part of employee entitlements and total workforce costs.
Create automated triggers for roster changes or worker replacements when maximum allowable hours are reached.
Produce compliance dashboards, exception reports and audit-ready information for internal teams, clients, unions and authorities.
Validate payroll rates, working hours, contributions and related workforce costs against actual operational data.
Work across payroll, contracts, systems, case management and commercial teams to ensure consistent and accurate information.
Define and document system requirements for the technical team.
Test new tools, calculations, workflows and alerts before implementation.
Maintain compliance rules as legislation, CBA rates and contractual requirements change.
Requirements
At least five years’ experience in workforce analytics, payroll compliance, HR systems, payroll systems or a related role.
A relevant degree in HR, Business, Data Science, Law or a related field.
Practical knowledge of working hours, overtime, pay grades, premiums, rest periods and workforce compliance.
The ability to interpret labour legislation, collective agreements and contractual requirements and translate them into clear system rules.
Strong Excel skills and experience working with dashboards, automated reporting or workforce data.
Experience with Power BI, Tableau or a similar reporting platform.
Confidence working with large datasets and investigating discrepancies or exceptions.
Experience working across multiple countries, currencies or payroll frameworks.
The ability to define, design, test and take ownership of new compliance tools in collaboration with systems specialists.
Strong analytical, problem-solving and communication skills.
Advantageous Experience
Employer-of-record, labour-leasing, agency workforce or global payroll experience.
Exposure to staffing, recruitment, contractor management or workforce deployment.
Knowledge of European construction, agency-work or trade-specific CBAs.
Familiarity with posted-worker and labour-leasing requirements, including comparator pay and site-access compliance.
Exposure to sector welfare funds such as BUAK.
Working knowledge of SQL or equivalent data-querying tools.
Basic scripting or automation experience, such as Python.
