This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Product Manager, Interoperability based in the United States.

This is a senior product opportunity focused on shaping the future of healthcare interoperability and data exchange.

You will own meaningful areas of an interoperability portfolio spanning APIs, data platforms, portals, identity, consent, and regulatory capabilities.

The role sits at the intersection of healthcare regulation, payer operations, clinical and claims data, and modern technology standards.

You will translate evolving CMS requirements and HL7 FHIR standards into scalable products that health plans can rely on.

Working closely with Engineering, Architecture, QA, Delivery, Client Success, and commercial teams, you will turn complex requirements into clear product decisions.

You will also help strengthen analytics, automation, and AI-enabled capabilities that create additional value from connected healthcare data.

As your scope grows, you will have the opportunity to shape roadmaps, influence strategy, and become a key product authority across the interoperability portfolio.

Accountabilities

    • Own defined interoperability capabilities end to end, including Patient Access, Provider Access, Payer-to-Payer exchange, electronic prior authorization, consent, attribution, and supporting platform capabilities.
    • Define product strategy, roadmap priorities, requirements, user journeys, workflows, epics, user stories, and acceptance criteria for assigned areas.
    • Interpret CMS regulations, HL7 FHIR implementation guides, and emerging interoperability mandates, translating complex requirements into practical product direction.
    • Partner closely with Engineering and Architecture on API design, FHIR mapping and validation, bulk data performance, identity and authorization, observability, audit logging, and error handling.
    • Evaluate enhancement and customization requests based on product fit, reuse potential, compliance requirements, and commercial value, promoting scalable and configurable solutions.
    • Support releases through planning, implementation readiness, UAT, go-live, stabilization, and post-launch learning.
    • Establish clear processes, documentation, playbooks, testing guidance, FAQs, and enablement materials for Product, Engineering, Delivery, Sales, QA, and client-facing teams.
    • Lead resolution of product questions from Engineering, Delivery, QA, Sales, Client Success, customers, and external partners, distinguishing product gaps from configuration, data, testing, or education issues.
    • Track developments across CMS rulemaking, HL7 FHIR, Da Vinci, CARIN, USCDI, and the broader interoperability ecosystem to anticipate future product opportunities.
    • Use product usage data, implementation insights, customer feedback, and support trends to guide investment and roadmap decisions.
    • Identify opportunities to introduce AI, automation, and data-driven capabilities that create new value for health plans and improve operational efficiency.
    • Collaborate across distributed teams while maintaining a proactive, accountable, and hands-on approach to product leadership.
    • Requirements

      • 5-10 years of product management experience, including meaningful experience in U.S. healthcare technology, payer data, healthcare SaaS, or interoperability.
      • Practical knowledge of CMS-9115 and CMS-0057, with the ability to understand and anticipate evolving interoperability requirements.
      • Strong working knowledge of HL7 FHIR R4, REST APIs, OAuth 2.0, bulk data exchange, and healthcare identity.
      • Familiarity with relevant interoperability standards and implementation guides such as Da Vinci, CARIN Blue Button, US Core, Plan-Net, and US Drug Formulary.
      • Demonstrated experience defining and launching healthcare SaaS, API, data, or interoperability products.
      • Ability to collaborate credibly with Engineering, Architecture, QA, Security, Data, and Implementation teams without needing to be a software developer.
      • Strong investigative and analytical skills, with the ability to turn ambiguous problems into clear product decisions and actionable recommendations.
      • Experience working directly with product partners, vendors, senior stakeholders, and payer clients.
      • Strong judgment around standardization, configuration, and customization within multi-client products.
      • Understanding of marketplace and healthcare data considerations, including demand for reliable data exchange, identity, consent, and regulatory compliance.
      • Experience with Jira, Confluence, Productboard, and Agile or Scrum methodologies.
      • Strong communication, stakeholder management, and decision-making skills, with a calm, proactive, and accountable working style.
      • Ability to work effectively across U.S. and international teams in a fast-moving environment.
      • Bachelor’s degree in technology, healthcare, engineering, business, or a related discipline, or equivalent professional experience.
      • Nice to have:

        • Experience with Medicaid, Medicare Advantage, Blue plans, or commercial lines of business.
        • Exposure to FHIR server platforms and cloud-native environments using AWS or Azure.
        • Familiarity with Databricks or comparable data and platform technologies.
        • Experience with EMPI, MDM, identity resolution, member matching, or consent management.
        • Background in prior authorization, payer-to-provider exchange, or large-scale healthcare data transformation.
        • Exposure to T-MSIS, MMIS, NCPDP, X12 EDI, or HEDIS dQM.
        • Knowledge of OIDC, SAML, client credentials, mTLS, SSO, and related API or portal identity patterns.
