This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Program Officer, Outbreak based in the United States.

This role supports high-impact outbreak response initiatives within a global health security environment.

You will coordinate people, partners, resources, deliverables, budgets, and reporting to keep complex response activities moving forward.

Working across technical, operational, financial, and program teams, you will help translate strategy into effective implementation.

The position offers meaningful exposure to emergency response, infectious disease programming, and international development operations.

You will contribute to compliance, risk management, knowledge sharing, and continuous improvement across rapidly evolving projects.

Success in this role requires strong project management, communication, analytical, and collaboration skills, combined with sound judgment under pressure.

This is a U.S.-based remote opportunity with approximately 10-25% travel and the opportunity to contribute to critical global health initiatives.

Accountabilities

    • Coordinate outbreak response resources, including staff, consultants, partners, travel, procurement, and other operational inputs, while supporting project deliverables and facilitating effective meetings.
    • Apply advanced project management and outbreak response knowledge to support implementation, planning, and delivery across assigned activities.
    • Monitor project progress against work plans, scope, schedules, budgets, and deliverables, identifying issues and escalating risks when appropriate.
    • Ensure project activities comply with donor requirements, organizational policies, procedures, and applicable regulations.
    • Support reporting processes by reviewing programmatic reports, annual work plans, project updates, and other required deliverables.
    • Represent assigned projects in client, funder, partner, and external meetings, communicating progress, priorities, and completion of key tasks.
    • Serve as a key point of contact for project partners and facilitate effective communication among country teams, headquarters functions, technical teams, and external stakeholders.
    • Monitor partner deliverables and support timely resolution of operational or programmatic issues.
    • Contribute to outbreak response knowledge management by documenting approaches, achievements, lessons learned, and best practices.
    • Provide context and framing for project reporting and ensure project documentation is maintained accurately and consistently.
    • Support operational activities such as drafting position descriptions, participating in interviews, supporting hiring activities, and onboarding new team members.
    • Assist with administrative processes and coordinate with relevant corporate functions on HR systems, data integrity, finance systems, and other delegated responsibilities.
    • Identify funding opportunities and contribute to business development, capture activities, proposal development, and project design.
    • Draft or lead sections of proposals, including management approaches, project design components, and other assigned technical or operational inputs.
    • Support subaward design and monitoring while helping ensure partner performance and compliance.
    • Assist with project start-up, work planning, budget development, reporting, and ongoing problem-solving.
    • Monitor spending rates, subawards, deliverables, invoices, expense reports, and other financial indicators to support sound project oversight.
    • Contribute to project budget development and interpret financial information to understand and track project performance.
    • Review or approve applicable purchase orders, expense reports, and invoices within designated financial systems.
    • Build strong working relationships across internal and external networks and mentor junior team members as appropriate.
    • Requirements

      • Education: Bachelor’s degree or international equivalent in communication, social marketing, economic development, education, health, nutrition, research, technology, youth development, or a related field.
      • Experience: At least 6 years of relevant experience applying project management principles and practices, ideally in outbreak response, emergency operations, or global health programming.
      • Previous experience working within an NGO, government agency, private organization, or comparable international development environment.
      • Experience supporting domestic or international program development or program management is preferred.
      • Advanced understanding of project management practices and their application in outbreak response environments.
      • Knowledge of global health security and infectious disease outbreak response is highly valuable.
      • Strong ability to coordinate multifaceted projects involving multiple teams, partners, stakeholders, and deliverables.
      • Demonstrated ability to analyze and interpret data, identify discrepancies or errors, and prepare clear and accurate reports.
      • Excellent written and verbal communication skills, with the ability to influence, collaborate, and build productive relationships across organizational levels.
      • Strong organizational and prioritization skills, with the ability to manage multiple deadlines and respond effectively to changing priorities.
      • Sound judgment and problem-solving ability when handling complex, time-sensitive, or cross-functional challenges.
      • Ability to identify risks, evaluate alternatives, and select practical solutions that support project objectives.
      • Strong interpersonal skills and the ability to work effectively with colleagues, partners, donors, clients, and other stakeholders.
      • Ability to operate effectively in international and culturally diverse environments.
      • Working knowledge of a second language, particularly French, is highly preferred.
      • Project Management certification is preferred.
      • Proficiency with Microsoft Office 365, including Word, Excel, PowerPoint, email, Teams/Skype, and related collaboration tools.
      • Willingness and ability to travel approximately 10-25% of the time.
      • Ability to work effectively in a typical office/remote environment, including extended computer use and periods of sitting or standing.

        • Salary: U.S.-based hiring range of $64,000-$74,000 USD annually, with final compensation determined based on experience, education, skills, internal equity, business considerations, and applicable requirements.
        • Retirement: Employer contribution of 7% of monthly base pay to a money purchase pension plan.
