This is a senior, hands-on engineering leadership role supporting a multi-tenant workforce platform that connects direct care professionals with employers across participating states.
You will combine deep software development expertise with technical leadership to build, improve, and maintain scalable production applications.
A major focus will be on learning management system integrations, identity and access, APIs, and reusable platform capabilities.
You will remain close to the code while guiding developers through architecture, code reviews, technical decisions, and engineering best practices.
The role also offers the opportunity to introduce responsible AI-assisted development into coding, testing, automation, and documentation workflows.
You will work closely with product, program, technical, and public-sector stakeholders to translate complex needs into reliable solutions.

Accountabilities
Write, review, test, and deploy production-quality software while serving as a senior technical contributor within the engineering team.
Provide day-to-day technical leadership through code reviews, mentoring, technical guidance, engineering standards, and architectural decision-making.
Design, develop, and maintain integrations with learning management systems, including APIs, SSO, learning content standards, and associated data flows.
Build platform features, state-specific configurations, and reusable capabilities within a shared multi-tenant, multi-client environment.
Partner with platform and product leadership to evaluate architecture, implementation approaches, risks, dependencies, technical tradeoffs, and build-versus-buy decisions.
Establish and promote strong engineering practices covering version control, branching, releases, automated testing, CI/CD, documentation, performance, security, and accessibility, including WCAG 2.1 AA and Section 508 standards.
Facilitate Agile delivery practices, including sprint planning, backlog refinement, stand-ups, and retrospectives, while helping manage capacity, commitments, and delivery objectives.
Work with product owners and managers to translate business needs into clear, estimable user stories and maintain a prioritized, delivery-ready backlog.
Remove technical blockers and develop practical solutions that keep engineering initiatives progressing efficiently.
Apply AI-assisted development tools to coding, testing, reviews, documentation, automation, and other appropriate workflows, while helping establish responsible standards for their use.
Integrate identity and access solutions using technologies and standards such as Auth0, OIDC, and SAML.
Communicate technical decisions, progress, risks, tradeoffs, and recommendations clearly to both technical and nontechnical stakeholders, including product, program, executive, client, and government audiences.
Document technical decisions and implementations to promote knowledge sharing and reduce dependency on individual team members.
7+ years of professional software development experience, including substantial recent hands-on coding experience.
Strong experience developing and maintaining production web applications using modern technologies and frameworks.
Hands-on PHP development experience, with the ability to work effectively across multiple technologies and programming languages.
Significant experience developing, extending, or integrating learning management systems, including APIs, SSO, learning content standards, and related data flows.
Demonstrated experience technically leading developers while continuing to contribute directly to production code.
Strong knowledge of APIs, third-party integrations, and identity and access technologies such as OIDC or SAML.
Experience working with multi-tenant, multi-client, or shared-platform environments.
Proven experience with automated testing, version control, CI/CD, and modern software engineering practices.
Experience working within Scrum, Agile, or similar iterative development methodologies.
Practical experience using AI-assisted development tools, including AI coding assistants, LLM-based automation, or agentic development workflows, with sound judgment regarding appropriate use.
Strong communication and stakeholder management skills, with the ability to explain technical concepts, risks, implementation decisions, and tradeoffs to diverse audiences.
Bachelor’s degree in computer science, a related discipline, or equivalent practical experience.
Experience with Moodle, including plugins, integrations, configuration, or platform extensions, is highly valued.
Experience with Drupal or another PHP-based CMS, including custom module or theme development, is a plus.
Experience integrating AI/LLM capabilities into production applications, including evaluation and responsible-use considerations, is advantageous.
Familiarity with reporting, business intelligence, analytics, or data pipelines is beneficial.
Experience supporting government, healthcare, human services, or public-sector technology programs is preferred.
Knowledge of long-term services and supports, home- and community-based services, or direct care workforce programs is a plus.
Experience collaborating with state agencies and cross-functional teams spanning product, program, policy, data, security, and vendor functions is advantageous.
Certified ScrumMaster, Professional Scrum Master, or similar Agile certification is a plus.
Competitive annual salary of $126,005-$152,075.70, with final compensation based on skills, experience, qualifications, and other job-related factors.
