What you will do

The Energy Solutions Development Engineer operates as a subject matter expert in a fast-paced, growth-oriented, national support team in Johnson Controls Building Solutions North America. The Solution Development Leader role requires a self-directed, internally motivated and operates with personal integrity with a strong foundation in design, energy engineering, technology, and a proven track record for supporting opportunities through the entire sales cycle.

The ultimate responsibility of the Living Spaces Vertical Market team is to ensure that all federal and state governed work performed by Johnson Controls is compliant with federal regulations and state statutes. When required, this position supports all living spaces including public and affordable housing, privatized military housing, senior and assisted living facilities, State VA Hospitals, and correctional facilities. This position reports to the Living Spaces Vertical Market Director.

Work performed by Johnson Controls that is governed by federal, state and local regulations and/or statutes, must be performed in a consistent and compliant manner nationwide. The ESDE works with national and region teams during the entire sales cycle including qualify, solution development, project implementation, and guarantee/M&V phases of an opportunity to ensure quality, continuity, and program compliance, Objective of the Living Spaces Vertical Market group is to reduce risk, ensure quality, explore the full extent of federal and state programs to maximize the project benefits for our customers, and work to expand our vertical market business through innovative approaches and offerings.

Focus

Responsibilities over the first three years would be to act as the Program Manager Role for IRA Rebate Capture

As the program manager you would be responsible for leading and coordinating all activities required to secure Johnson Controls as a approved contractor, secure Inflation Reduction Act (IRA) rebates for eligible projects. This role would begin by identifying applicable rebate programs, confirming project and customer eligibility, and mapping rebate opportunities to the planned scope of work, such as electrification, HVAC upgrades, weatherization, appliance replacements, or energy-efficiency improvements.

The program manager would coordinate with Johnson Controls’ internal teams, public housing authority staff, contractors, energy consultants, and state energy offices to gather required technical, financial, and compliance documentation. This may include utility data, equipment specifications, income eligibility information, project cost estimates, procurement records, contractor certifications, and documentation needed to demonstrate compliance with program rules.

A key responsibility would be developing and maintaining a rebate strategy and tracking system that shows which rebates are available, their status by state or program, application deadlines, expected rebate amounts, required documentation, and assigned owners. The program manager would ensure rebate requirements are incorporated into project planning early so that procurement, construction sequencing, equipment selection, and resident communications align with rebate eligibility rules.

The program manager would also manage the rebate application process, including preparing submissions, coordinating reviews, responding to state or program administrator questions, tracking approvals, and ensuring all post-installation documentation is completed. They would monitor changes in federal and state guidance, update project teams on new requirements, and identify risks that could affect rebate eligibility or timing.

Overall, the program manager would serve as the central point of accountability for maximizing rebate capture, reducing administrative burden on the client, and ensuring that IRA rebates are secured, documented, and applied in a way that supports the project’s overall financing and capital stacking strategy.

How will you do it

  • Leads cross-functional teams in the development of multiple components of the bundled sale.

  • Maximize vertical market offerings by applying emerging requirements, available strategies, technologies, and advancements in the living spaces market.

  • Identify and document new approaches, market strategies, growth opportunities, and best practices for the team.

  • Serve as an information resource for national and regional teams applying strategies that create savings, revenue, and funding opportunities.

  • Provide subject matter expertise to help teams identify strategic approaches, secure business, and establish entry points with target customers.

  • Develop projects from Qualify to Present, including client assessment, HUD submissions, IRA applications, presentations, regulatory guidance, justification, and approvals.

  • Ensure that all projects are compliant with local codes, regulations and statutes.

  • When required assist in contract review, contract modifications, and maintaining department records.

  • Oversight of and assist when required with the Prepare and/or review all EPC operating subsidy back up data and track submissions

  • Help foster creativity and build solutions in living spaces business environment

  • Leads or participates in other duties as assigned.

Inflation Reduction Act Responsibilities

  • Establish the Contractor Approval Path: Identify applicable IRA/DOE rebate programs and state-specific contractor approval requirements, including enrollment, training, licenses, certifications, insurance, and compliance documentation.

  • Build and Track the Approval Checklist: Maintain a checklist and tracker for required forms, licenses, certifications, insurance, training, deadlines, contacts, open items, and approval status.

  • Coordinate Communications: Serve as the main contact among JCI, customers, subcontractors, and program administrators to clarify requirements, resolve issues, and confirm approval.

  • Confirm Operational Readiness: Ensure vendors and field teams understand eligible measures, documentation, installation, inspection, and post-installation reporting requirements.

  • Align JCI Offerings to Rebate Requirements: Understand JCI capabilities and work with Solution Design Specialists to match offerings to rebate requirements and customer needs.

  • Support Solution Design and Rebate Capture: Confirm proposed solutions are technically sound, rebate-eligible, and aligned with program rules for scope, cost, sequencing, and documentation.

  • Maintain Documentation and Compliance: Organize approvals, communications, certifications, applications, scopes, invoices, and post-installation records needed to support rebate eligibility and compliance.

What we look for

  • Bachelor’s degree in a core engineering field from an accredited university or equivalent work experience of 5 years or more

  • Minimum of 2 years working with the Inflation Reduction Act (IRA) Home Energy Rebate funding

  • Current relationship with States administrating the Inflation Reduction Act (IRA) Home Energy Rebate funding programs

  • Certifications to operate within the IRA DOE Rebate requirements:
