This role requires a strategic leader who can design comprehensive safety frameworks while ensuring practical implementation across all project phases, from construction through commissioning and handover.\nKey Responsibilities\nStrategic Planning & Policy Development\nDesign and implement comprehensive HSSE strategies aligned with data centre industry best practices and project-specific requirements\nDevelop site-specific safety procedures, work method statements, and emergency response plans tailored to data centre construction environments\nEstablish safety performance targets and continuous improvement initiatives\nEnsure alignment with ISO 45001, ISO 14001, and relevant local regulatory frameworks\nRisk Management & Compliance\nConduct systematic hazard identification and risk assessments for all project activities, including high-risk operations such as electrical installations, HVAC systems, and critical infrastructure work\nPerform comprehensive job safety analyses (JSA) and implement hierarchy-of-control-based preventive measures\nExecute routine site audits and inspections to monitor compliance with local regulations, international standards, and client specifications\nMaintain permit-to-work systems for high-risk activities including hot work, confined space entry, working at height, and electrical isolation\nIncident Management & Investigation\nLead thorough root-cause analyses for all workplace incidents, near-misses, and unsafe conditions using recognized investigation methodologies\nTrack corrective and preventive actions (CAPA) through to verified closure, ensuring lessons learned are disseminated across the project\nManage incident reporting systems and maintain accurate records for regulatory and client reporting requirements\nTraining & Culture Development\nOversee comprehensive safety orientation programs for all staff, subcontractors, and visitors\nPlan and conduct regular emergency drills including fire evacuation, medical emergency response, and crisis management scenarios\nLead behavioral safety campaigns and safety leadership programs to foster a proactive safety culture\nMentor project teams and contractor personnel on HSE expectations and best practices\nPerformance Monitoring & Reporting\nEstablish and track key performance indicators (KPIs) including leading and lagging indicators such as safety observations, training completion rates, incident frequency rates, and lost-time injury statistics\nPrepare regular HSSE performance reports and dashboards for senior leadership, clients, and regulatory authorities\nConduct management reviews and present improvement recommendations to project stakeholders\nRequired Qualifications\nEducation & Certifications\nBachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or related field\nProfessional HSE certification (NEBOSH International Diploma, IOSH, or equivalent) required\nAdditional certifications in emergency response, fire safety, or construction safety preferred\nExperience\nMinimum 10-12 years of progressive HSE experience, with at least 5 years in leadership roles\nProven track record managing HSE on large-scale data centre, industrial, or critical infrastructure projects\nExtensive experience with construction phase safety management and contractor coordination\nDemonstrated success implementing HSE management systems from project inception\nTechnical Knowledge\nDeep understanding of data centre construction hazards including electrical systems, cooling infrastructure, raised floor installations, and MEP coordination\nThorough knowledge of local HSE regulations and international standards (ISO 45001, ISO 14001, OSHA, IFC/World Bank EHS Guidelines)\nProficiency in risk assessment methodologies, incident investigation techniques, and HSE auditing protocols\nFamiliarity with data centre design standards and critical environment operations\nSkills & Competencies\nStrong leadership presence with ability to influence at all organizational levels\nExcellent communication and presentation skills for diverse stakeholder engagement\nAnalytical mindset with data-driven decision-making capabilities\nCultural awareness and ability to work effectively in multicultural project environments\nProficient in HSE management
