Own engineering and design-compliance verification on site, and provide the PMC's continuous on-site presence, so that works are built to the approved design, specification and quality standards and the Client has independent assurance of what is being delivered.\nKey Responsibilities:\nTechnical Leadership and Site Presence\nServe as the PMC's senior technical representative on site, maintaining continuous presence and daily oversight of Contractor activities.\nLead and coordinate the PMC site team (inspectors, assistant engineers, QA/QC and HSE support), allocating responsibilities and reviewing their outputs.\nAct as the first point of technical escalation for the Contractor, Designers and Client's representatives.\nDesign-Compliance Review\nTake full ownership of design-compliance verification, confirming that construction conforms to approved drawings, specifications, codes and authority requirements.\nReview Contractor shop drawings, calculations, method statements and technical clarifications for compliance and constructability.\nIdentify design discrepancies and coordinate resolution through RFIs with the Designer and Client.\nEngineering Submissions and Construction Activities Verification\nReview and approve or reject engineering submissions, including material submittals, mix designs, samples and technical data, within contractual timeframes.\nVerify construction activities against the approved submissions, ITPs and method statements before, during and after execution.\nReview Contractor quality plans and ensure that hold and witness points are respected.\nInspection and Testing\nInspect and approve works at key stages, including earthworks, foundations, reinforcement, formwork, concrete, structural elements, and roads, drainage, water, sewer and utility networks.\nWitness and review tests, including concrete cube results, compaction, pressure and leakage tests, and material testing, and verify results against specification.\nRaise, track and close Non-Conformance Reports and corrective actions.\nSnagging and Handover\nLead the snagging process, maintain defect registers and verify rectification.\nSupport completion, testing, handover and defects liability processes, including review of as-builts and O&M documentation.\nReporting and Coordination\nPrepare daily, weekly and monthly site reports covering progress, quality, safety, manpower and issues.\nSupport the Project Manager with variation assessments, interim valuations and extension of time reviews from a technical standpoint.\nPromote compliance with HSE requirements and PMC QA/QC procedures on site.\nRequirements:\nDegree in Civil or Structural Engineering.\n10+ years' site supervision experience on villa, residential or infrastructure construction.\nStrong working knowledge of relevant codes, standards and local authority requirements (e.g. BS, ACI, Dubai/Abu Dhabi or local authority regulations).\nProven experience reviewing engineering submissions, shop drawings and method statements.\nExperience witnessing inspections and tests, and managing NCRs and snagging.\nFamiliarity with FIDIC or equivalent contract forms.\nProficient in MS Office, with working knowledge of document control or CDE platforms.\nStrong communication, leadership and decision-making skills, with the confidence to hold Contractors to account.\nDesirable skills and experience:\nChartered or professional membership (e.g. ICE, IStructE, or local engineering society registration).\nExperience in the PMC or consultancy environment in the UAE or wider Middle East.\nExperience with large villa communities or master-planned developments.\nWorking knowledge of Arabic.\nAwareness of NEBOSH, IOSH or equivalent HSE qualifications.\nLocation:\nOn-site -Dubai, AREIf this job description resonates with you, we encourage you to apply even if you don’t meet all of the requirements.
