The program operates in highly regulated environments and requires close coordination between customers, suppliers, and internal teams to deliver safe, compliant, and high-quality outcomes across the program lifecycle.\nJob Summary\nThe Senior Project Controls Engineer serves as a key member of the project management team, providing leadership in cost control, scheduling, forecasting, performance measurement, and project reporting for the construction of the new Blue Grass Army Depot Energetics Center of Excellence explosives manufacturing facility. This position integrates technical, financial, and operational data to support informed decision-making and successful project delivery. The role works closely with program management, engineering, construction, procurement, and operations teams to ensure program objectives are achieved safely, compliantly, and efficiently.\nRoles & Responsibilities\nDevelop, maintain, and analyze integrated project schedules, budgets, forecasts, and performance metrics across manufacturing, construction, commissioning, and operational activities.\nEstablish and manage Work Breakdown Structures (WBS), project baselines, control accounts, and progress measurement systems to support effective program execution.\nPerform cost control activities including budget development, variance analysis, estimate-at-completion (EAC) updates, and forecast assessments.\nCollect, validate, and integrate schedule, cost, earned value, and performance data from multiple stakeholders to provide actionable program insights.\nMonitor project performance against approved baselines and identify risks, trends, opportunities, and corrective actions.\nSupport change management activities by evaluating scope modifications, schedule impacts, and cost impacts throughout the project lifecycle.\nPrepare and deliver program performance reports, dashboards, and presentations for project leadership, customers, and other stakeholders.\nCoordinate with engineering, procurement, construction, commissioning, manufacturing, and operations teams to ensure accurate project controls data and reporting.\nSupport audits, compliance reviews, and contractual reporting requirements within regulated government and industrial environments.\nOther duties as assigned in support of mission and business requirements.\nBasic Qualifications\nBachelor’s degree in Engineering, Construction Management, Project Management, Finance, or closely related field.\nMinimum 7+ years of experience in lead project controls, cost engineering, scheduling, or program controls role on large scale new construction contracts for the U.S. government.\nExperience developing and maintaining integrated project schedules and cost forecasts for complex projects or programs.\nExperience utilizing Primavera P6, Microsoft Project, or comparable project scheduling software.\nExperience performing cost analysis, forecasting, variance reporting, and baseline management.\nExperience supporting large industrial, manufacturing, construction, infrastructure, energy, or government programs.\nPreferred Qualifications\nExperience supporting chemical processing, munitions, defense, manufacturing, or highly regulated industrial environments.\nEarned Value Management System (EVMS) experience on government or large-scale commercial programs.\nProfessional certifications such as PMP, PSP, EVP, CCP, or related credentials.\nExperience supporting project execution through commissioning, startup, and transition-to-operations phases.\nExperience leading project controls initiatives across multidisciplinary teams.\nTravel may be required to support manufacturing sites, suppliers, and customers.\n KBR Benefits\nKBR offers a selection of competitive lifestyle benefits which could include 401K plan with company match, medical, dental, vision, life insurance, AD&D, flexible spending account, disability, paid time off, or flexible work schedule.
