The role will be based at either the Client's Office or the Contractor's Office in Abu Dhabi, UAE.\nJob Purpose\nThe Commissioning Manager is responsible for planning, coordinating, managing, and executing all commissioning, start-up, commissioning assurance, system completion, handover, and operational readiness activities associated with the Offshore Project. The role ensures the safe, efficient, and successful transition of facilities from construction completion through commissioning, start-up, performance testing, and handover to ADNOC Offshore Operations.\nThe Commissioning Manager shall provide leadership to multidisciplinary commissioning teams while ensuring compliance with ADNOC standards, project specifications, HSE requirements, and international industry best practices.\nKey Responsibilities\nCommissioning Leadership & Management\nLead the overall commissioning strategy for the project.\nEstablish commissioning philosophy, procedures, and plans aligned with ADNOC requirements.\nManage the commissioning team, discipline leads, vendors, and specialist contractors.\nEnsure effective coordination between engineering, procurement, construction, commissioning, and operations teams.\nDrive safe and timely system completion and project handover activities.\nCommissioning Planning & Execution\nDevelop and maintain Commissioning Execution Plans (CEP).\nReview engineering deliverables to ensure commissioning requirements are incorporated.\nEstablish commissioning schedules integrated with project construction milestones.\nDefine system boundaries, sub-system completion, and turnover sequences.\nMonitor commissioning progress and initiate corrective actions where required.\nSystem Completion & Handover\nImplement System Completion and Mechanical Completion processes.\nManage punch listing activities and tracking systems.\nEnsure Progressive Handover and Ready-for-Start-Up (RFSU) requirements are achieved.\nOversee preparation and verification of turnover dossiers.\nEnsure smooth transfer of completed systems to Operations.\nPre-Commissioning Activities\nSupervise pre-commissioning activities including:Flushing\nCleaning\nLeak testing\nDrying\nNitrogen purging\nCalibration\nFunctional testing\n\nVerify completion of pre-commissioning certificates and records.\nEnsure readiness of utilities and temporary systems required for commissioning.\nCommissioning & Start-Up\nManage commissioning of:Process systems\nUtility systems\nElectrical systems\nInstrumentation and control systems\nSafety systems\nTelecommunications systems\nOffshore production facilities\n\nLead energization, system testing, and start-up activities.\nCoordinate with vendors and package suppliers during equipment commissioning.\nEnsure successful plant start-up and stabilization activities.\nOperational Readiness\nCoordinate with ADNOC Offshore Operations for operational readiness and asset acceptance.\nEnsure operations personnel participation in commissioning and start-up activities.\nVerify procedures, spare parts, maintenance systems, and training requirements are completed.\nSupport development of operating manuals and commissioning reports.\nHSE Management\nPromote a strong safety culture throughout commissioning and start-up activities.\nEnsure compliance with ADNOC HSE policies and project safety requirements.\nLead risk assessments, SIMOPS reviews, and commissioning HAZID/HAZOP close-out actions.\nEnsure Permit-to-Work (PTW) processes are strictly followed.\nManage high-risk activities during energization and hydrocarbon introduction phases.\nVendor & Stakeholder Coordination\nCoordinate commissioning activities with EPC contractors, subcontractors, and equipment vendors.\nInterface with ADNOC Offshore, PMC, engineering teams, construction teams, and operations representatives.\nResolve commissioning constraints and interface issues.\nLead regular commissioning progress and readiness meetings.\nPerformance Testing & Acceptance\nOversee execution of performance testing and system verification activities.\nEnsure contractual guarantees and performance criteria are achieved.\nCoordinate final acceptance testing and project close-out activities.\nManage preparation of final commissioning dossiers and handover documentation.\nMinimum Qualifications\nEducation\nBachelor's Degree in:Mechanical Engineering\nElectrical Engineering\nInstrumentation & Control Engineering\nChemical Engineering\nProcess Engineering\nMarine Engineering\nOther relevant Engineering discipline\n\nPreferred\nMaster's Degree in Engineering or Project Management.\nProfessional Engineering Registration is advantageous.\nExperience Requirements\nEssential\nMinimum 15-20 years of Oil & Gas industry experience.\nMinimum 10 years in Commissioning Management roles on major offshore projects.\nProven experience in Greenfield Offshore EPC/EPCI projects.\nDemonstrated experience leading commissioning and start-up of offshore production facilities.\nExperience with gas processing, compression, utilities, and offshore platforms.\nPrevious ADNOC Offshore, Saudi Aramco, QatarEnergy, Shell, BP, TotalEnergies, ExxonMobil, or equivalent operator projects preferred.\nProject Experience\nFEED,
