and smart solutions to optimize planned and operating assets.\nHSE Manager- Offshore project\nJob Purpose\nThe HSE Manager is responsible for leading, developing, implementing, and continuously improving all Health, Safety, Environment and Occupational Hygiene activities associated with the offshore development project.\nThe role acts as the focal point for HSE leadership within the PMC team and provides independent assurance that engineering, procurement, fabrication, transportation, offshore installation, hook-up, commissioning, start-up, and brownfield modification activities are executed in compliance with ADNOC Offshore requirements, UAE regulations, international standards, and project-specific HSE management systems.\nThe HSE Manager shall promote an Incident and Injury Free (IIF) culture throughout the project lifecycle and ensure effective management of major accident hazards, process safety risks, SIMOPS activities, offshore construction hazards, marine operations, lifting campaigns, pressure systems, and workforce welfare.\nThe position provides strategic HSE leadership to PMC personnel, EPC contractors, subcontractors, vendors, marine contractors, and commissioning teams to ensure all project activities are executed safely, efficiently, and without environmental impact.\nLocation: EPC Contractor's Office Abu Dhabi.\nKey Responsibilities\nHSE Leadership & Governance\nProvide visible and proactive HSE leadership across all project phases.\nPromote a strong safety culture aligned with ADNOC's \"Goal Zero\" philosophy.\nEstablish and maintain project HSE objectives, targets, initiatives and KPIs.\nLead implementation of the Project HSE Management System.\nAdvise Project Management on strategic HSE matters and emerging risks.\nSupport development of an Incident-Free Culture across all work locations.\nDrive continuous improvement in HSE performance throughout project execution.\nEnsure alignment between ADNOC Offshore, PMC and EPC Contractor HSE requirements.\nParticipate in Project Leadership Team meetings and provide HSE guidance on key decisions.\nMonitor effectiveness of HSE programs and recommend corrective actions where necessary.\nParticipate in contractor management meetings and project reviews.\nHSE Assurance, Audits & Compliance\nDevelop and execute project HSE audit schedules.\nLead internal and external HSE phases.\nQualifications\nBachelor's Degree in Engineering, Environmental Science, Occupational Health & Safety, or related technical discipline.\nMaster's Degree in HSE Management or Risk Management preferred.\nMinimum 25 years of overall Oil & Gas experience.\nMinimum 10 years in HSE leadership positions on major offshore Oil & Gas projects.\nMinimum 5 years in PMC organizations managing EPC contractors.\nDemonstrated experience on ADNOC Offshore projects is highly preferred.\nProven experience in offshore platform projects, compression facilities, gas processing facilities, brownfield
