The contract serves to support KOC to achieve its objectives of reaching optimum capacity in its oilfields and enhancing its facilities by the most efficient and economical means available.\nThe contract aims to provide project management, co-ordination, planning, design, engineering, construction management, contracting, procurement, project controls and other services for construction of new oil field facilities, up-grading of existing facilities, and transfer of technology.\nPrimary Objectives\nIdentification and control of HSE issues on construction sites\nTo coordinate implementation of the KOC PMC Safety policies, HSE Management System and Project specific HSE Management Plans as they apply to the project.\nEnsure that the site complies with the relevant HSE Legislation and KOC HSE requirements.\nQualifications including Required Education, Experience, & Skills\nDiploma in Engg. OR B. Sc. Degree\nCandidate who Successfully passed High School with an IOSH or NEBOSH Certification from a recognized and reputed Institute, with minimum 15 Years experience, including seven (7) years’ experience as HSE personnel in the relevant field can also be considered for the position.\nMinimum 10 years total post-graduation experience.\nMinimum 5 years Oil & Gas post-graduation experience\nMinimum 5 years’ experience in a HSE Supervisor role.\nMust have successfully completed one or more certified HSE course(s) in any category of training in General Industrial Safety, Construction Safety, Environmental Management, Industrial Hygiene, ISO 14001 / OHSAS 18001 Lead Auditor, NEBOSH, IOSH, ASSE Certificate in Global Safety Management or equivalent courses.\nPractical experience in identification and control of HSE issues on construction sites within Oil & Gas or similar industries. Experience in HSE reporting procedures and familiar with the safety hazards with common construction activities.\nResponsibilities\nIdentification and control of HSE issues on construction sites\nMonitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.\nProvide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements.\nMonitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/ additions to requirements as they come into effect.\nDevelop and maintain professional relationships with KOC, regulatory bodies and EPC contractors to foster the professional image of KBR.\nVisit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken\nOther key activities shall include but not be limited to the following:\nPro-actively visit site and with the EPC contractor implement safety measures-promote/ensure safe work practices\nEnsure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings\nAssist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained.\nAssist EPC sub-contractor Safety advisors and site management in the development and revision of specific site safety programmes.\nDisseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc.\nAssist EPC contractor line management and our construction supervisors in accident investigation process and report accordingly.\nMonitor the availability and use of safety apparel and equipment.\nDecarbonization - Energy Transition - Sustainability\nBelong.
