and smart solutions to optimize planned and operating assets.\"\nKBR is looking for a Lead Procurement Engineer (with primary experience in Logistics) for a PMC project with NGL/ Gas Processing experience to be based in Abu Dhabi.\nKey Responsibilities\nLogistics & Material Management\nPlan and oversee logistics for equipment and bulk materials, including packing and marking, sea/air/land freight, heavy-lift and out-of-gauge (OOG) cargo, Incoterms and route surveys.\nManage customs clearance, import permits and port coordination in the UAE.\nTrack ETA against Required-On-Site (ROS) dates and resolve delivery conflicts with Construction.\nOversee material receiving, OS&D reporting, preservation, warehousing, laydown areas and spare parts handover.\nProcurement Leadership & Strategy\nLead all procurement, expediting and logistics activities for major EPC and greenfield/brownfield projects.\nDevelop and review procurement plans, strategies and long-lead item plans aligned with the project schedule.\nMonitor EPC Contractor procurement performance and ensure compliance with Company procedures, approved vendor lists, In-Country Value (ICV) requirements and contract terms.\nIdentify procurement risks early and drive mitigation and recovery plans for critical-path items.\nSourcing, Bid Evaluation & Purchase Orders\nReview Material Requisitions (MRs), enquiry packages and bidder lists for completeness and compliance.\nLead or review technical and commercial bid evaluations, clarification meetings and negotiations, and recommend awards.\nReview purchase orders, change orders and variations, and track PO placement against the procurement schedule.\nExpediting & Manufacturing Follow-up\nExpedite vendor and sub-vendor orders, vendor document submissions and review cycles.\nMonitor manufacturing progress against key milestones, identify slippages and agree recovery actions with vendors.\nCoordinate Inspection & Test Plans, pre-inspection meetings, Factory Acceptance Tests (FAT) and release notes with QA/QC and inspection teams.\nLogistics & Material Management\nPlan and oversee logistics for equipment and bulk materials, including packing and marking, sea/air/land freight, heavy-lift and out-of-gauge (OOG) cargo, Incoterms and route surveys.\nManage customs clearance, import permits and port coordination in the UAE.\nTrack ETA against Required-On-Site (ROS) dates and resolve delivery conflicts with Construction.\nOversee material receiving, OS&D reporting, preservation, warehousing, laydown areas and spare parts handover.\nReporting & Interfaces\nPrepare weekly and monthly procurement and logistics reports, KPIs and dashboards.\nMaintain procurement status trackers and escalate critical items, delays and risks to management.\nInterface with Engineering, Construction, Commissioning, Project Controls, Contracts, QA/QC and Finance teams.\nTeam Leadership\nLead, mentor and manage Procurement, Expediting and Logistics Engineers.\nReview and approve deliverables prepared by the team and provide coaching and competency development.\nEnsure quality, integrity, schedule compliance, and effective resource utilisation.\nTechnical Competencies\nProcurement & Supply Chain: Procurement planning, long-lead items, RFQ/ITB, technical and commercial bid evaluation, negotiation, PO administration, Incoterms 2020, vendor, and sub-vendor management, ICV\nExpediting & Inspection: Vendor document management, manufacturing surveillance, inspection, and FAT coordination\nLogistics: Freight forwarding, heavy-lift and OOG transport, customs and import regulations, port operations, warehousing, and preservation\nSystems & Tools: SAP / SAP Ariba or Oracle, materials management systems (e.g. Hexagon Smart Materials), Primavera P6 (schedule interface), advanced Excel / Power BI\nBehavioural Competencies\nStrong leadership and people management skills.\nExcellent negotiation, communication, and stakeholder management abilities.\nStrong analytical and problem-solving skills with a proactive, risk-based approach.\nHigh integrity and commitment to ethical procurement practices.\nAbility to work effectively in multidisciplinary and multicultural environments.\nResults-oriented with a strong focus on quality, safety, and on-time delivery.\n\nQualifications\nBachelor’s degree in mechanical, Electrical, Chemical, Industrial or a relevant Engineering discipline from an accredited university.\nMaster's Degree or a Supply Chain qualification is considered an advantage.\nProfessional certification such as CIPS, CPSM, CSCP or PMP is preferred.\nExperience Requirements\nMinimum 15 years of relevant experience in Oil & Gas, Gas Processing, LNG, Refining or Petrochemical projects.\nMinimum 5 years in a Lead Procurement Engineer or equivalent leadership role on mega projects.\nProven hands-on experience as a Procurement Engineer and as a Logistics Engineer in Owner, PMC or EPC environments.\nStrong track record in procuring long-lead and critical equipment (compressors, pumps, heat exchangers, columns and vessels, electrical and instrumentation packages) and bulk materials.\nExperience managing heavy lift/OOG shipments, freight forwarding and customs clearance in the UAE/GCC.\nPrevious experience with ADNOC or on ADNOC projects is highly desirable.\nInterested
