The Technical Project Specialist provides specialized technical support services for specific projects and performance improvement initiatives to determine progress and guide next steps or actionable items for iteration. Contributes to the planning, design, analysis, implementation, and quality assurance of all project deliverables. Provides specific technical expertise and troubleshooting of all functions supported. Designs and builds dashboards and scorecards and other analytical tools under the direction of the Director and Associate Administrator of Clinical Operations Business Intelligence.

Essential Duties
- Researches, gathers, organizes and summarizes data for special projects, which might include both performance improvements and dashboard build, and analytics design. Participates in requirement analysis and data design for special project meetings.
- Develops, evaluates, recommends and implements procedures for data acquisition, management and quality control prior and throughout project development, modifying as necessary.
- Prepares progress reports on specialized project plans, progress, and results of activities. Develops, enhances and maintains data systems to support project operations and performance improvement projects.
- Provides analysis of data and tools for trend, conclusions, or return on investment calculations, and presents results and recommendations to management.
- Interfaces with users or project stakeholders to determine data and technical objectives, scope, and requirements for special projects. Analyzes, assesses, and modifies existing program to conform to system changes or to make improvements of existing program.
- Serves as key resource for gathering specialized technology project information. Interfaces with faculty, staff, and/or external contacts necessary to complete assignments. Resolves problems and/or questions referred by project staff or administrators.
- Develops and maintains technical processes for improvement and implementation for special projects with appropriate documentation, modifying as necessary (i.e. process maps, data dictionaries, etc.).
- Designs necessary programs and applications based on special project data needs, used for report building according to specifications for performance improvement projects as necessary.
- Develops test data and routines required to test and revise application(s) (i.e. Qlikview) used to create data reports. Ensures application(s) is thoroughly tested before release. Detects, defines and debugs programs intended for monitoring performance with projects whenever problems are reported or encountered. Documents test results.
- Interacts with technical teams, establish or maintain supportive relations, to facilitate and design technology enhancements or needs per user need/project.
- Stays informed of new developments and technologies by reading journals and other pertinent publications, maintaining contact with vendors, and participating in professional organizations, meetings and seminar.
- Trains users and programmers as required.
- Follows protocols and procedures to ensure application security.
- Performs other duties as assigned.
Qualifications
- Req Bachelor's degree Degree in information science, information technology, or related field
- Combined work experience and education as equivalent
- Req 1 year Experience with the design, modification, operation, installation, and maintenance of computer equipment and systems as well as project management for report development.
- Req Exceptional analytical and data-driven problem solving skills.
- Req Understands general programming concepts and possess the ability to write programs and procedures utilizing one or more of the languages and tools such as Visual Basic, MS SQL Server Reporting Services, Scripting, and Microsoft Access.
- Req Demonstrates excellent verbal and written communication skills.
- Req Demonstrate excellent customer service behavior.
- Pref Knowledge with SQL/Oracle/Access or a SQL/Oracle derivative (such as Cerner’s CCL) and any procedural or object oriented language in report writing environment.
- Req Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)
- Pref Certification in information technology project management.
The salary range for this position is $84,365.00 - $138,330.00.
