This role owns regional recruiting strategy and execution, manages recruiter performance, and partners closely with local and global HR and business leaders to meet hiring goals across a fast-paced, technical, multinational organization.\nResponsibilities\nLead, coach, and develop a team of 6-8 recruiters across multiple APAC countries, setting goals and monitoring performance against hiring targets and SLAs.\nPartner with hiring managers and HR business partners across the region to understand workforce plans and build recruiting strategies tailored to each country's talent market and labor practices.\nOversee full-cycle recruiting execution across the team, from sourcing and screening through offer and close, ensuring a consistent, high-quality candidate experience.\nDrive and monitor use of iCIMS (or equivalent ATS) to maintain data integrity, pipeline visibility, and recruiting metrics/reporting.\nEnsure recruiting practices comply with local labor laws and Keysight's global hiring standards across each APAC country. Build and maintain a strong understanding of the technology, software, hardware, and manufacturing talent landscape to guide sourcing strategy for engineering, R&D, and technical roles as well as direct labor in Keysight's Asia-based manufacturing centers.\nCollaborate with global talent acquisition leadership and cross-functional stakeholders (HR, Legal, Finance) to align regional practices with company-wide initiatives. Manage vendor and agency relationships as needed to supplement direct sourcing efforts.\nDrive employee branding efforts locally and in partnership with regional peers in Europe and the Americas.
