This role promotes employee engagement and development, supports consistent application of policies and procedures, and responds promptly to employee and management questions and concerns.\n\nThe Human Resources Consultant partners with management and the Human Resources Director to identify workforce needs and develop responsive solutions in collaboration with HR centers of expertise. The position supports employee relations, HR systems, leave administration, recruitment, payroll coordination, compliance, training, reporting, and continuous improvement while promoting equitable, consistent, and high-quality HR practices.\nResponsibilities Include:\nPromote Keystone’s mission, values, and culture through all aspects of the role\nPromote equitable treatment of employees while balancing organizational needs, employee advocacy, and consistent application of HR policies and practices\nSupport employee relations by addressing concerns promptly, fostering a positive work environment, and participating in or conducting investigations as required\nCoach and counsel supervisors to strengthen employee management practices and consistent use of HR processes\nMaintain accurate, complete, and confidential employee files, documentation, and data\nProvide HRIS support, test system functionality, partner with end users, and troubleshoot system concerns\nSupport leave administration, recruitment, selection, onboarding, time record review, payroll coordination, unemployment claims, Workers’ Compensation claims, and return-to-work efforts\nTrack, analyze, and report HR metrics to support informed decision-making and continuous improvement\nDevelop and conduct supervisory training sessions as required\nPrepare and maintain complete, accurate, and confidential documentation related to employee relations, investigations, corrective actions, separations, policy interpretation, legal review, and other employment matters\nPartner with leaders and HR colleagues to improve employee engagement, retention, performance, service quality, and organizational change efforts\nMaintain appropriate and professional boundaries\nParticipate in projects and initiatives with cross-functional collaboration as requested\n Compensation & Benefits:\nFull-time, exempt position\nStarting annual salary: $60,000, may increase based on education and experience\nActual compensation will be determined based on localized market data, skills, experience, and education\nHybrid work schedule with a minimum of two days per week in the Harrisburg office\nEligible employees will have access to our comprehensive benefits package, including medical, dental, and vision insurance, 401(k)-retirement plan with company match, paid time off (PTO), tuition reimbursement, student loan forgiveness program subject to eligibility requirements, wellness programs, and more\n\nEducation & Experience Qualifications:\n\nBachelor’s degree in human resources, organizational development, or a business-related field and a minimum of two years of HR Generalist experience across a variety of HR functions\nAn equivalent combination of education and experience that demonstrates the required skills and knowledge\nRelevant HR certification preferred\n\nAdditional Qualifications:\nAbility to communicate clearly in both written and spoken formats, with the ability to understand and apply written information\nAbility to use Microsoft Office applications such as Word, Excel, Outlook, and Teams, and open to learning new electronic systems\nValid driver’s license and access to a privately maintained and insured vehicle\nAbility to successfully complete the pre-employment process, including background checks, clearances, and verifications\nKeystone Human Services prohibits discrimination against qualified individuals based on their status as protected veterans or individuals with disabilities and prohibits discrimination against all individuals based on any category protected by applicable federal, state, or local law.\nDisclaimer: The preceding job description has been designed to indicate the general nature and level of work performed by employees within this job.
