This exempt position offers a hybrid work schedule based in Harrisburg, Pennsylvania. In this role, you will help attract and secure qualified candidates while partnering with hiring managers to support an efficient, compliant, and positive recruitment experience.\n\nThe Recruiter manages full-cycle recruitment activities, from sourcing and screening through offer acceptance and new hire file preparation. This role builds candidate pipelines, advises hiring managers, supports applicant tracking system accuracy, and uses recruitment data to improve hiring practices. The Recruiter also represents Keystone Human Services to candidates, community partners, and external agencies.\nResponsibilities Include:\nPromote Keystone’s mission, values, and culture throughout the recruitment process\nManage full-cycle recruitment from candidate sourcing through offer acceptance while ensuring a positive candidate experience\nSource qualified active and passive candidates through LinkedIn, job boards, events, networking, and other channels\nConduct candidate prescreens and interviews by phone, video, or in person\nPartner with hiring managers to understand staffing needs, align recruitment strategies, and maintain efficient workflows\nDevelop clear, inclusive job posting summaries and maintain pipelines of qualified candidates for future openings\nPrepare compliant new hire files and maintain accurate applicant tracking system data\nTrain and support hiring managers on recruitment systems and processes for assigned regions\nAnalyze recruitment metrics, prepare reports, facilitate hiring team meetings, and recommend process improvements\nMaintain compliance with federal, state, and local employment laws, licensing requirements, company policies, and confidentiality standards\nParticipate in cross-functional projects and initiatives as requested\nPerform other duties as assigned\n\nCompensation & Benefits:\nFull-time, exempt position\nStarting annual salary: $50,000, may increase based on education and experience\nActual compensation will be determined based on localized market data, skills, experience, and education\nHybrid work schedule with a minimum of two days per week in the Harrisburg office\nEligible employees will have access to our comprehensive benefits package, including medical, dental, and vision insurance, 401(k)-retirement plan with company match, paid time off (PTO), tuition reimbursement, student loan forgiveness program based on eligibility requirements, wellness programs, and more\nEducation & Experience Qualifications:\n\nHigh school diploma or equivalent\nOne year of full-cycle recruitment experience, preferably in human services or healthcare\nAn equivalent combination of education and experience that provides the required knowledge and skills will be considered\nBachelor’s degree in human resources, business administration, or a related field preferred\n\nAdditional Qualifications:\n\nKnowledge of employment laws and recruitment compliance requirements\nProficiency with applicant tracking systems, HR software, and Microsoft Office applications\nStrong communication, interpersonal, organizational, and stakeholder relationship-building skills\nAbility to manage multiple priorities in a fast-paced environment and use data to support process improvements\nValid driver’s license and access to a privately insured and maintained vehicle\nAbility to successfully complete the pre-employment process, including background checks, clearances, and verifications\nKeystone Human Services prohibits discrimination against qualified individuals based on their status as protected veterans or individuals with disabilities and prohibits discrimination against all individuals based on any category protected by applicable federal, state, or local law.\nDisclaimer: The preceding job description has been designed to indicate the general nature and level of work performed by employees within this job.
