This role manages purchasing operations, monitors material availability, delivery status, inventory performance, and supply risks, and works closely with cross-functional teams to achieve company objectives in delivery, quality, inventory, service, and compliance. \nII- Key Duties & Responsibilities 主要职责描述：\nDevelop, implement, and continuously improve purchasing execution processes, policies, and working procedures to support business needs and operational efficiency.\nLead purchase order management activities, including PO placement, confirmation follow-up, delivery tracking, rescheduling, cancellation, closure, and exception handling to support production and operational requirements.\nManage communication with approved suppliers on shipment coordination, documentation follow-up, issue escalation, and supplier delivery performance tracking within agreed commercial terms.\nCollaborate with internal stakeholders such as SCM, Finance, Engineering, Quality, and Operations to ensure material availability and alignment with production and business requirements.\nMonitor inventory levels, material shortages, excess and obsolete inventory, overdue orders, and supply risks; coordinate action plans to optimize inventory performance and ensure supply continuity.\nEnsure all purchasing execution activities comply with company policies, approval procedures, system requirements, ethical standards, and applicable laws and regulations.\nPrepare and present purchasing reports, including open PO status, material shortage status, delivery performance, inventory status, overdue order tracking, supply risk updates,and annual plan for management review, \nLead, coach, and develop the buyer team; set clear goals, monitor performance, support talent development, and promote a collaborative and accountable team culture.\nIII- Qualifications & Competencies 任职资格及能力要求：\nBachelor’s degree or above in Supply Chain Management, Business Administration, Engineering, Science, or a related field;
