The Phillips-Medisize Learning and Development Team is seeking a strategic, collaborative, and people-centered Learning & Development Regional Supervisor for Asia to lead APAC learning initiatives. In this role, you will partner with regional and global stakeholders to design, implement, and manage learning solutions that build workforce capability, support business priorities, and advance organizational goals.

This onsite role is based in Suzhou, China, with responsibilities supporting Bangpakong, Thailand. Travel is expected. You will also collaborate with international teams across Europe and North America to align regional needs with global L&D strategies.

What You Will Do

  • Build strong relationships with regional business leaders, HR, Quality Compliance, and global L&D partners to align on capability priorities
  • Develop and execute a regional L&D strategy that aligns with business objectives and global frameworks
  • Lead and coach a regional L&D team to deliver high-impact, scalable learning solutions across countries
  • Design and implement engaging learning programs using blended and digital approaches
  • Partner with SMEs to translate technical knowledge into practical, effective learning experiences
  • Identify knowledge, skill, and capability gaps with SMEs and business leaders, prioritizing initiatives that drive performance and workforce development
  • Oversee LMS and learning technologies to ensure effective delivery, tracking, and reporting
  • Manage end-to-end L&D projects, ensuring timely execution and alignment with business priorities
  • Measure program effectiveness using data and insights to continuously improve outcomes
  • Foster a culture of continuous learning, knowledge sharing, and innovation across the region
  • Support change initiatives by embedding learning strategies that drive adoption and growth
  • Partner with HR and business leaders to support leadership development, succession planning, and workforce capability strategies.
  • Apply and promote Principle Based Management (PBM) to guide decisions and strengthen organizational capability

Who You Are (Basic Qualifications)

  • 5+ years of experience leading learning and development initiatives, ideally within manufacturing or operations environments.
  • 3+ years of people leadership experience, with a demonstrated ability to coach, develop, and drive team performance.
  • Hands-on experience administering Learning Management Systems (LMS), ensuring data integrity and producing accurate, actionable reporting.
  • Strong English communication skills, with the ability to clearly facilitate learning and influence diverse audiences.
  • Skilled in designing and delivering learning solutions using established instructional design methodologies (e.g., ADDIE, SAM) and modern authoring tools (e.g., Articulate, Captivate, Camtasia, Vyond).
  • Ability to evaluate learning effectiveness by applying structured measurement frameworks (e.g., Kirkpatrick, Kaufman) and linking outcomes to business impact.
  • Strong project and process management skills, with the ability to prioritize competing demands, improve workflows, and deliver high-quality results on time.
  • Experience in leading learning strategies that support organizational transformation and large-scale change initiatives.
  • Experience partnering with stakeholders in conducting organizational, role, and capacity assessments to identify workforce development priorities and build targeted learning strategies.

What Will Put You Ahead

  • Formal education in Learning & Development, Human Resources, or a related field, providing a strong theoretical and practical foundation.
  • Experience building scalable talent development solutions such as competency frameworks, career pathways, mentoring programs, or train-the-trainer models.
  • Exposure to emerging learning technologies, including AI-enabled tools, to enhance learner engagement and personalization.
  • Track record of successfully partnering across global or cross-cultural teams, adapting learning strategies to diverse regional needs.
  • Background in manufacturing or regulated industries, with an understanding of compliance-driven training requirements.
  • Ability to analyze and communicate L&D program health using data insights, driving continuous improvement and informed decision-making.
