With over $2.8 billion in annual sales and a commitment to its workforce, Kokosing is the winning team.\nJob Description:\nWe are seeking an experienced Project Manager to lead complex federal construction projects across the Mid-Atlantic and Eastern U.S. supporting NAVFAC, USACE, and other federal agencies.\nThis role encompasses a broad range of project types including multiple types of horizontal and vertical construction not limited to ground up new construction, renovations, utilities, medium to high voltage electrical, and heavy civil infrastructure. The Project Manager will be responsible for successfully delivering projects across diverse scopes and contract types.\nThe ideal candidate is a self-driven leader who thrives in demanding environments, operates with minimal oversight, and consistently delivers projects safely, on time, and within budget while maintaining strong client relationships.\nProjects may include new ground up building construction, adaptive re-use of existing facilities, renovation, demolition, substations, navigation locks, dams, piers, dry docks, levees, floodwalls, utility systems, and site development, delivered through procurement methods such as Design-Bid-Build, Design-Build, MATOC, MACC, and IDIQ contracts.\nESSENTIAL DUTIES AND RESPONSIBILITIES\nLead all aspects of project execution from preconstruction through closeout.\nEstablish project objectives, policies, procedures, and performance standards in alignment with corporate goals.\nDevelop and implement project work plans, staffing strategies, and resource allocation.\nDirect and coordinate efforts of superintendents, engineers, subcontractors, and support staff.\nDrive a culture of accountability, collaboration, and high performance across project teams.\nServe as the primary point of contact with Contracting Officers (KO), CORs, ROICCs, and Resident Engineers.\nMaintain proactive and professional communication with clients to ensure alignment and satisfaction.\nRepresent the company at all project meetings, including owner progress meetings and partnering sessions.\nCoordinate effectively with government agencies, subcontractors, and stakeholders.\nDevelop, manage, and analyze CPM-based project schedules.\nEnsure projects are delivered on schedule through proactive planning and issue resolution.\nMaintain full financial accountability, including budgeting, forecasting, cost control, and profit/loss management.\nReview cost reports, production data, and progress metrics to ensure financial performance targets are met.\nManage compliance with NAVFAC and USACE requirements, including:RMS/QCS and eCMS systems\nSubmittals, RFIs, and contract correspondence\nChange orders, REAs, and claims documentation\n\nEnsure proper execution of government quality control processes, including three-phase inspections.\nMaintain thorough and accurate project documentation in accordance with federal standards.\nEnsure strict adherence to EM 385-1-1 safety requirements and company safety policies.\nSupport development and review of Activity Hazard Analyses (AHA).\nProvide oversight of the project’s Quality Control program to ensure compliance with contract requirements.\nPromote a safety-first culture and ensure all work is executed safely and responsibly.\nLead daily coordination meetings, weekly scheduling meetings, and monthly safety meetings.\nMentor, coach, and develop project team members.\nFoster a team-oriented environment that encourages collaboration and continuous improvement.\nEDUCATION AND/OR EXPERIENCE\nBachelor’s degree in Civil Engineering, Construction Management, or related field\nMinimum 10+ years of experience managing large-scale construction projects\nDemonstrated experience managing NAVFAC and/or USACE projects\nStrong knowledge of federal construction processes, contract requirements, and documentation standards\nExperience with CPM scheduling tools\nStrong financial management and budgeting experience\nProfessional Engineer (PE) license is a plus but not required\nKNOWLEDGE, SKILLS AND ABILITIES\nThorough understanding of construction practices, contract delivery methods, and federal procurement processes\nWorking knowledge of RMS/QCS, eCMS, and federal project controls systems\nStrong knowledge of EM 385-1-1 safety standards\nExceptional verbal and written communication skills\nAbility to manage multiple priorities in a fast-paced environment\nStrong analytical and problem-solving skills\nBenefits:\nKokosing offers competitive compensation and benefits package including medical, life, and disability insurance, paid time off and a 401K plan.\nKokosing is an equal employment opportunity/affirmativeaction federal and state contractor.
