Overview
The hourly rate for this position is $22.84 per hour and is non-negotiable.
This Statement of Work encompasses the need for student services to provide technical support towards the production qualification, integration, and fielding preparations for the Battle Force Tactical Network (BFTN) Resilient Command, Control, and Communications (RC3) System Enhancement (BRSE) program of record. BRSE entails modern High Frequency (HF) radios, modems, network controllers, and network management systems. Tasks will focus on production baseline verification, pre-deployment integration testing with connected systems, containerized software pipeline qualification, and deployment configuration to support low-data-rate operational fielding requirements. These tasks will be conducted at NIWC PAC in San Diego, CA.
BFTN is an HF and Ultra High Frequency (UHF) communications system providing ship-to-ship line-of-sight (LOS) and beyond LOS (BLOS) networking and relay to shore in the event of partial loss of satellite communications (SATCOM). BRSE is the follow-on productions system enhancement providing modernized HF capabilities across the fleet.
Responsibilities
The Contractor shall assist in:
- Conducting pre-installation verification and production security configuration for BRSE communications software build packages prior to system fielding and deployment.
- Executing production baseline acceptance testing and data verification on BRSE HF application builds to validate factory low-data-rate performance and compliance with deployment technical specifications.
- Integrating and configuring pre-established forward error correction, compression, and delivery protocol parameters within production software release builds to ensure baseline operational compliance at low data rates.
- Improving the production software pipeline to include automated static code scans, minimized container images, container scans, and container updates/remediation for verified production software distribution.
- Submit Monthly Status Reports and Bi-Weekly Time Reports in accordance with the base contract.
Qualifications
Graduate Student 1: Must have a Bachelor's degree in the required discipline and be enrolled in a Master's degree program. Must be able to accomplish a minimum of 50% of the task without supervision.
MINIMUM QUALIFICATIONS
- Area of Study: Majoring in Computer Science, Computer Engineering, or Cybersecurity (Graduate Student)

DESIRED QUALIFICATIONS
- Experience with RedHat and Alpine Linux.
- Experience with Openshift/Microshift container platform.
- Experience with Grype container scanning.
- Strong work ethic, detail oriented, and good communication skills.
- Available to work 20 hours per week preferred.
