L3Harris has approximately $18 billion in annual revenue and 47,000 employees, with customers in more than 100 countries.\nJob Description:\nThe Lead, Program Management, is responsible for managing the onsite development, integration, and test of an AEW platform mission system and supporting the management of an OCONUS subcontractor’s portion of the mission system. You will serve as the pivotal lead that provides seamless execution and oversight across the various Integrated Product Teams (IPTs) including Material & Supply Chain, Subcontracts, Airframe, Engineering, and Operations. Your role encompasses comprehensive responsibility for the program’s cost, schedule, and technical performance, ensuring all objectives and payment milestones are met. Additionally, you will interface directly with the end-user, major subcontractors, and executive leadership on a weekly basis.\nThe growth path for this position includes a transition to a similar role with an ISR platform, with a focus on managing the ground systems that support the airborne platform. The airborne platform on both programs is a modified G550 aircraft.\nKey Responsibilities\nProgram Leadership: Serve as the Mission/Ground System and Subcontractor Manager IPT Lead, offering strategic direction and robust leadership to team leaders to align with overarching program goals\nMilestone Management: Establish and monitor execution milestones to adhere to master schedules and payment timelines\nOversight and Coordination: Maintain and monitor oversight of critical program elements, including material & supply chain, subcontracts, engineering, and operations, to ensure seamless integration, test, and delivery\nPerformance Management: Utilize a comprehensive understanding of EVMS to meet or exceed financial, schedule, and technical performance indicators\nStakeholder Interaction: Act as the primary point of contact for the end-user and executive leadership, facilitating transparent communication and achieving contract milestones\nRisk Assessment: Identify challenges, opportunities, and risks across the program, developing strategies to address them effectively\nEssential Functions:\nProvide oversight and manage the modification, integration, and test activities; to include schedules, internal/external meetings, customer presentations, and departmental budgets\nReview potential changes in contract scope and advise management and customer of the impact\nDirect the work of functional employees in the execution of the assigned projects while establishing and monitoring performance to schedules, plans, and milestones\nRespond to the customer's needs and be able to respond to quick reaction needs. As required, support request/coordination outside of normal business hours\nBrief customer, end-user, and upper management on all facets of the assigned projects\nQualifications:\nA bachelor’s degree, and seven (7) years of direct program management experience related to FAA military programs\nMust have ability to obtain a Secret Clearance, and eventually a Top Secret (SCI) clearance\nExperience in Commercial, Department of Defense, and/or Military Aviation/Aerospace products development and production\nMust have experience in preparation of business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contracts\nStrong project management skills, outstanding communication (both verbally and written), negotiation, organizational, time management, and leadership skills\nMust be able to interface with engineering, manufacturing, operations, and management personnel onsite and offsite\nPreferred Additional Skills:\nStrong subcontractor management is desired\nKnowledge of FAA qualifications/certification is preferred\nExperience managing aircraft and ground integration efforts is preferred\nKnowledge of manpower planning, milestone scheduling, PM tools, and related financial management\nExperience with Earned Value Management System preferred.\nExperience with Microsoft Project and development of an Integrated Master Schedule preferred\nExperience with JIRA, Confluence, Power BI dashboards is a plus.\nProven ability to utilize metrics to identify trends and drive results\nAbility to execute program results while maintaining compliance with policies, procedures and process\nContinuous improvement effort through all phases of program
