This position involves technical leadership and oversight of the requirements, design, analysis, development, test & evaluation of systems. Responsibilities include technical management of new and existing products, and new development project planning and execution. This role will be responsible for leading a multi-disciplined engineering team on complex projects at various phases of project life cycle. Work closely with the Program Manager, engineering team, manufacturing, quality and other departments as necessary to expedite project completion and most importantly meet the customer expectations.\nEssential Functions:\nAbility to obtain a US security clearance\nServes as lead on technical proposals and program execution\nResponsible for managing and directing program management teams with the cost, schedule, technical, and contractual performance requirements of a complex technical program portfolio through the life-cycle phases of development, implementation, and operations. This includes utilizing Earned Value Management, maintaining an integrated master schedule, managing development and testing to a technical baseline, and maintaining an active and proactive risk management program. Responsible for budget management and financial execution of the portfolio. \nRequires comprehensive level knowledge of job area. May have in-depth knowledge of project management.\nEnsures life-cycle process adherence\nProactively manages risk, including identification and mitigation plans, and issue elevation and resolution \nEffectively communicates status to stakeholders, including organizational leadership, multifunctional teams, and the customer \nSolves problems with a calm sense of urgency \nDemonstrates operational discipline and ownership \nMaintains scope control through disciplined change management \nExperience in organizing and leading Engineering, contractual, financial, Operations, and other cross functional areas to provide total Program life-cycle management. Experience managing projects with budgets of $50M+ and a total portfolio >$200M. Experience leading geographically diverse program teams comprised of Integrated Product Teams (IPTs) with membership from multiple Company and potentially partner organizations.\nExperience in development and production programs is required.\nAbility to work under consultative direction against annual goals to manage large, complex project initiatives of strategic importance to the organization\nExcellent interpersonal skills, ability to work well within and outside of the organization including customers, vendors, and leadership with minimal oversight\nDemonstrated complex problem solving and decision making - Able to develop and evaluate options and implement solutions; able to consider the relative costs and benefits of potential actions to choose the most appropriate solution\nRecommends tactics and strategies that directly impact the achievement of overall business or functional results \nProgram planning, guidance, and engineering execution within scope, schedule and budget\nBroad understanding of engineering processes and policies\nRecent experience with team leadership experience is required \nMust have experience as the technical lead on technically complex projects\nMust have recent experience as lead on technical proposals, including ownership of the engineering portion of basis of estimate.\nMust have Research & Development and Engineering Development & Manufacturing (EM&D) program experience\nBrings passion for innovation, a sophisticated understanding of circuit level electronic equipment and systems, and the ability to further advance L3Harris Space & Sensors Technology Center \nCoordinates all technical aspects of the project to meet scope, schedule and design to cost goals \nUses project management best practices and industry standards for resource planning, personnel oversight, and cost/schedule tracking \nEnsures that all engineering-related internal processes are followed by the project design team \nInterfaces effectively with people at all levels and from diverse technical backgrounds \nCreates environment of inclusivity and respect as well as strives to build diverse teams and develop talent. \nAbility to establish a culture of trust, open communications, data driven decision making, customer focus and relentless continuous improvement.\nWork with functional leadership to ensure that all resources such as engineering, manpower, production, and facilities are available to support the program.\nQualifications:\nBachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience.
