This position is responsible for establishing consistent Agile execution practices, improving delivery predictability, and ensuring development teams remain aligned with government priorities, program objectives, and established delivery commitments.\nThe successful candidate will possess a strong understanding of Agile methodologies, practical experience supporting complex technical development environments, and demonstrated ability to lead personnel while coordinating across government and contractor organizations. This is a hands-on leadership position requiring the ability to balance team management, Agile execution, stakeholder engagement, and continuous improvement without introducing unnecessary administrative overhead or process complexity.\nPrimary Tasks:\nLead, manage, mentor, and provide daily execution oversight for a team of 8 Scrum Masters and Release Train Engineers supporting Air Force DCO development activities.\nEstablish clear roles, responsibilities, performance expectations, and accountability standards across the Scrum Masters and Release Train Engineers.\nEnsure Scrum Masters and Release Train Engineers support assigned development teams through effective facilitation, impediment resolution, backlog readiness coordination, and execution tracking.\nAssess personnel workload, team assignments, and support capacity to align Scrum Master and Release Train Engineer resources with program priorities.\nConduct regular team engagements, performance assessments, and professional development activities; identify cross-training opportunities.\nCoordinate Agile execution across development teams in alignment with government priorities, milestones, and capability objectives.\nLead Scrum Master preparation and support for Program Increment (PI) planning, sprint planning, backlog refinement, sprint reviews, retrospectives, and other established ceremonies.\nEnsure planning events are supported by refined work, understood dependencies, identified risks, and realistic commitments.\nSupport integrated PI objectives, team capacity assessments, execution commitments, and delivery forecasts.\nCoordinate with Release Train Engineers (RTEs), Product Owners, Technical Leads, and engineering leadership to resolve cross-team dependencies.\nMonitor sprint and PI performance; support PI closeout, incomplete-work reconciliation, lessons learned, and preparation for subsequent increments.\nOversee Scrum Master responsibilities for Jira work management, ticket accuracy, sprint tracking, and backlog organization.\nSet expectations for Jira hygiene, including work status, ownership, acceptance criteria, dependencies, estimated completion dates, and progress updates.\nCoordinate with Product Owners and engineering leads to correct outdated or inconsistent execution information.\nSupport dashboards and reports showing sprint and PI progress, planned versus completed work, throughput, cycle time, impediments, and capacity where applicable.\nIdentify discrepancies between reported progress and actual execution and coordinate corrective actions.\nServe as the primary coordination point for the Scrum Master organization with government leadership, RTEs, Product Owners, engineering teams, and contractors.\nFacilitate collaboration across software development, cybersecurity, infrastructure, systems engineering, testing, and integration teams.\nAssess the impact of evolving priorities on capacity, sprint commitments, and delivery timelines.\nElevate significant impediments and resource constraints through established leadership channels.\nSupport government execution reviews with accurate information on commitments, performance, risks, and dependencies.\nMaintain clear boundaries between Agile facilitation, product prioritization authority, and technical engineering decisions.\nMonitor team health and performance to identify delivery risks, recurring impediments, and potential impacts to capability delivery.\nEstablish consistent tracking, escalation, and resolution of impediments extending beyond individual teams.\nEvaluate capacity, workload, and competing priorities to support realistic commitments.\nCoordinate dependency resolution with RTEs, Product Owners, and technical leadership.\nReinforce active impediment resolution, accountability for agreed actions, and timely communication of execution concerns.\nAssess Agile effectiveness and identify targeted coaching, training, and process improvements.\nSet consistent Scrum Master performance expectations for facilitation, engagement, impediment management, and execution visibility.\nPartner with Agile Coaches to strengthen team-level adoption and execution discipline.\nSupport integration of Agile planning with integrated schedules, capability roadmaps, and engineering milestones.\nRecommend practical improvements to Agile support effectiveness across DCO development.\nBasic Qualifications:\nBachelor's degree in Information Technology, Computer Science, Engineering, Business Management, Project Management, or a related discipline, with 12+ or more years of relevant professional experience; equivalent experience may be considered in lieu of a degree.\nAt least 6 years of experience leading Scrum Masters, Agile practitioners, or cross-functional technical teams.\nExperience supporting Agile software development, systems engineering, cybersecurity, or comparable technical environments.\nWorking knowledge of Scrum, Kanban, Agile planning, iterative development, and continuous improvement.\nExperience coordinating sprint ceremonies, backlog refinement, and PI planning across multiple teams.\nStrong Jira and Confluence skills, including boards, workflows, dashboards, and reporting.\nAbility to assess team capacity, dependencies, performance, and impediments.\nDemonstrated personnel leadership, communication, and government/technical stakeholder engagement skills.\nActive Secret security clearance with ability to obtain and maintain TS/SCI within 90 days.\nIf you're looking for comfort, keep scrolling.
