Drive Delivery Excellence on a Complex Aviation Programme

At Leidos, we're delivering innovative solutions that support critical aviation capabilities. We are looking for a PMO Manager to lead the Programme Management Office (PMO) within a major, complex systems integration programme.

This is a fantastic opportunity to play a key role in shaping programme delivery, governance, and performance across multiple workstreams. You'll lead a team of Project Managers and work closely with programme leadership, customers, and partners to ensure successful delivery against business, technical, and contractual objectives.

We're interested in hearing from candidates with experience in complex programme environments. While systems integration experience is valuable, we recognise that transferable skills gained in defence, transportation, technology, engineering, infrastructure, or other highly regulated sectors can be equally relevant.

What You'll Be Doing

As PMO Manager, you will:

  • Lead and continuously improve the PMO function, ensuring effective governance, planning, reporting, risk management, change control, and delivery oversight.

  • Manage, coach, and support a team of Project Managers, helping them deliver successful outcomes across multiple work packages.

  • Maintain high-quality programme reporting, dashboards, and insights to support decision-making and provide transparency for stakeholders.

  • Ensure programme controls, processes, and governance frameworks are fit for purpose and aligned with customer and contractual requirements.

  • Support financial, schedule, and performance management activities across the programme.

  • Build strong, collaborative relationships with customers, partners, suppliers, and internal teams.

  • Drive consistency, data quality, and continuous improvement across programme delivery practices.

  • Help create an inclusive, supportive, and high-performing environment where individuals and teams can thrive.

What We're Looking For

We're interested in people who can demonstrate many of the following:

  • Experience leading PMO activities within complex programmes or projects.

  • A strong understanding of programme governance, planning, reporting, risk management, and change control.

  • Experience working in complex delivery environments with multiple stakeholders, dependencies, and priorities.

  • Strong leadership skills, with experience managing, mentoring, or developing project or programme teams.

  • Commercial awareness and an understanding of working within contractual frameworks.

  • Excellent organisational skills, attention to detail, and a structured approach to problem-solving.

  • Strong communication and stakeholder management skills, with the ability to engage confidently at all levels.

  • Experience using PMO tools, methodologies, and reporting systems to support delivery success.

Desirable Experience

While not essential, the following would be advantageous:

  • Experience within systems integration, aviation, defence, transportation, or other complex regulated industries.

  • Knowledge of customer-supplier delivery models and contract-driven environments.

  • Experience supporting large-scale transformation, technology, or engineering programmes.

  • Professional qualifications such as APM, PRINCE2, MSP, PMI, or equivalent.

  • Experience implementing PMO best practices and continuous improvement initiatives.

  • Familiarity with earned value management, integrated schedules, or portfolio reporting.

This role is based in Whiteley, Hampshire, with opportunities for hybrid working. Appointment is subject to the successful candidate holding, or being eligible to obtain, UK Security Check (SC) clearance.

Pay Range:

£58,400.00-£74,900.00
