The Leidos Health & Civil Sector is seeking a Program Manager to support the National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT) Business Information Technology Solutions Development and Integration Services (BITSDIS) 2 program.

The Program Manager will provide overall leadership for the BITSDIS 2 program, ensuring successful execution utilizing the HHS core phases of the HHS EPLC framework of requirements gathering and development, software engineering, systems integration, IV&V, operations, cybersecurity, and any required NIH OCIO and NCI security requirements stakeholder engagement activities. The successful candidate will collaborate with Government stakeholders, solution architects, software engineers, cybersecurity specialists, data engineers, and operations personnel to deliver reliable enterprise IT capabilities supporting mission-critical business functions.

Key Responsibilities

  • Serve as the primary interface with Contracting Officers (CO), Contracting Officer's Representatives (COR), Program Officials, Division Directors, Branch Chiefs, and other senior Government stakeholders.
  • Build and maintain trusted relationships with executive-level customers across NIH, NCI, HHS, and partner organizations.
  • Provide strategic leadership for large, multidisciplinary teams supporting information technology, scientific research, data management, cybersecurity, cloud modernization, artificial intelligence, and business operations.
  • Lead program planning, execution, staffing, financial management, risk management, and quality assurance activities across multiple projects and task orders.
  • Establish governance structures, executive steering committees, and performance management processes to ensure transparency and successful program delivery.
  • Develop and implement program management plans, integrated master schedules, risk mitigation strategies, communications plans, and continuous improvement initiatives.
  • Oversee contract performance, ensuring compliance with contractual requirements, Service Level Agreements (SLAs), performance metrics, and federal acquisition regulations.
  • Lead executive briefings, quarterly program reviews, milestone reviews, and strategic planning sessions with Government leadership.
  • Coordinate closely with technical leads, scientific subject matter experts, cybersecurity teams, and infrastructure organizations to ensure integrated delivery across all functional areas.
  • Manage subcontractor relationships and coordinate activities across multiple teaming partners.
  • Identify opportunities to improve operational efficiency, customer satisfaction, and mission outcomes through process optimization and emerging technologies.
  • Support business development activities including capture planning, proposal development, transition planning, and contract growth initiatives.
  • Support modernization initiatives involving cloud platforms, APIs, data integration, AI-assisted development, and automation where applicable.

Required Qualifications

  • Bachelor's degree in Business, Information Technology, Computer Science, other related medical, scientific, or technical discipline; 15 yrs exp substitutes degree.
  • Minimum of 10 years of progressively responsible program management experience supporting Federal civilian agencies, managing large, complex Federal IT or scientific support programs.
  • Demonstrated experience managing programs supporting NIH, preferably NCI.
  • Extensive experience interacting directly with senior Government executives, including Division Directors, Office Directors, Institute leadership, Executive Officers, Chief Information Officers, and Contracting Officials.
  • Demonstrated success leading multidisciplinary teams consisting of technical, scientific, operational, and administrative personnel.
  • Proven experience managing multi-million-dollar Federal contracts with responsibility for cost, schedule, scope, staffing, and performance.
  • Excellent executive communication, presentation, negotiation, and stakeholder management skills.
  • Ability to obtain and maintain a Public Trust / ADPII Clearance.

Preferred Qualifications

  • Extensive knowledge of NIH organizational structure, governance, funding mechanisms, and administrative processes.
  • Strong understanding of NCI business operations, scientific research support, cancer informatics, and enterprise IT environments.
  • Experience supporting organizations such as CBIIT and or other NCI centers and divisions.
  • Familiarity with NIH administrative systems, including acquisitions, grants management, financial management, scientific portfolio management, and enterprise governance processes.
  • Experience leading cloud migration, enterprise data management, or digital modernization initiatives within NIH or HHS.
  • PMP (Project Management Professional) certification.

Pay Range:

Pay Range $131,300.00 - $237,350.00
