This individual will work closely with Government stakeholders, Oracle Health, subcontractors, and Leidos engineering and functional teams to translate mission requirements into integrated technical solutions, manage technical dependencies, resolve complex engineering challenges, and ensure technical readiness for deployment and sustainment.\nThe successful candidate will combine deep technical expertise in enterprise EHR implementations with demonstrated experience leading complex technical efforts, coordinating multidisciplinary engineering teams, and driving solutions from design through implementation. This role requires a proactive, hands-on technical leader who can establish technical direction, anticipate challenges, drive technical decisions, and ensure engineering activities remain aligned with program priorities, contractual requirements, and delivery milestones.\nPrimary Responsibilities\nServe as the program's primary technical lead, reporting to the Program Manager and coordinating technical matters with Government stakeholders, Oracle Health, subcontractors, and implementation partners.\nLead the development, integration, and implementation of the overall EHR technical solution, ensuring alignment with contractual requirements, customer objectives, and program milestones.\nEstablish and maintain the end-to-end technical architecture, including applications, infrastructure, hosting, cybersecurity, interfaces, interoperability, data integration, and supporting technologies.\nTranslate customer mission needs and functional requirements into technical requirements, architecture decisions, engineering plans, and implementation activities.\nProvide technical leadership and coordination across systems engineering, cloud infrastructure, cybersecurity, DevOps, integration, testing, deployment, and technical operations.\nDevelop and maintain technical implementation plans, engineering dependencies, technical deliverables, and milestones in coordination with the Program Manager and project teams.\nLead technical design reviews, architecture assessments, integration planning, and technical readiness evaluations.\nCoordinate closely with Oracle Health and other technology vendors to ensure technical solutions, interfaces, infrastructure, and deliverables meet program requirements.\nIdentify, assess, and proactively manage technical risks, issues, dependencies, and constraints; develop mitigation strategies and drive resolution.\nProvide technical oversight of system integration, interoperability, interface development, data conversion, testing, performance validation, and deployment readiness.\nCoordinate cybersecurity engineering and authorization activities to ensure the technical solution meets applicable DHS security and compliance requirements.\nGuide DevSecOps and automation approaches, including CI/CD, infrastructure-as-code, configuration management, and release management, in coordination with the DevOps Engineer and other technical teams.\nEnsure technical design and implementation activities support operational requirements, scalability, reliability, maintainability, and transition to sustainment.\nProvide technical oversight of Artificial Intelligence (AI) and machine learning-related capabilities, including integration, security, governance, and performance considerations.\nSupport technical change management, including assessment of solution alternatives and impacts to scope, schedule, cost, performance, and security.\nDevelop and maintain technical documentation, architecture artifacts, interface specifications, and engineering decision records.\nProvide technical status reporting, recommendations, and decision support to Government and Leidos leadership.\nCollaborate with the Program Manager and functional leads to ensure technical execution supports clinical workflows, operational readiness, and successful EHR deployment.\nBasic Qualifications\nBachelor's degree in Computer Science, Engineering, Information Systems, Information Technology, or a related technical discipline with 17+ years of relevant experience, or a master's degree with 15+ years of relevant experience. Additional relevant experience may be considered in lieu of a degree in accordance with Leidos equivalency guidelines.\nDemonstrated experience with Oracle Health/Cerner EHR solutions, including architecture, implementation, integration, deployment, or sustainment.\nDemonstrated experience providing technical leadership for enterprise EHR implementations or modernization programs.\nExperience serving as a Technical Lead, Lead Solution Architect, Chief Engineer, Systems Architect, or comparable senior technical role on a complex enterprise IT program.\nExperience designing and implementing enterprise architectures spanning applications, infrastructure, cloud hosting, interfaces, cybersecurity, and data integration.\nExperience leading technical workstreams and coordinating multidisciplinary engineering teams across complex implementation efforts.\nExperience with systems engineering practices, including requirements analysis, architecture development, system design, integration, verification, validation, and configuration management.\nExperience with cloud-based architectures and enterprise hosting environments, including Amazon Web Services (AWS), Microsoft Azure, or comparable platforms.\nWorking knowledge of DevSecOps, CI/CD, infrastructure automation, and modern software development practices.\nExperience with enterprise system integration, technical testing, performance validation, and deployment readiness activities.\nExperience identifying and managing technical risks, issues, dependencies, and engineering deliverables.\nFamiliarity with federal cybersecurity requirements, security engineering, and authorization processes.\nDemonstrated ability to evaluate technical alternatives and assess tradeoffs involving performance, cost, schedule, security, and operational requirements.\nStrong analytical, technical leadership, problem-solving, communication, and stakeholder-management skills.\nExperience working with software vendors, implementation partners, and technical stakeholders in complex delivery environments.\nU.S. citizenship required.\nAbility to obtain and maintain the required Public Trust background investigation and suitability determination.\nAbility to travel as required to support program and deployment activities.\nPreferred Qualifications\nExperience with Oracle Health Millennium architecture, implementation, and integration.\nExperience supporting federal EHR modernization programs, including Department of Defense (DoD), Department of Veterans Affairs (VA), Indian Health Service (IHS), or other federal healthcare organizations.\nPrevious experience supporting ICE, CBP, DHS, or other federal law enforcement and healthcare organizations.\nExperience with healthcare interoperability standards and technologies, including HL7, FHIR, and healthcare interface engines.\nExperience supporting geographically distributed or multi-site EHR deployments.\nExperience with federal cloud hosting, FedRAMP, Authority to Operate (ATO), and security authorization processes.\nExperience with healthcare data migration, clinical workflow integration, identity management, and enterprise interoperability.\nExperience with Agile, Scrum, and other modern software delivery methodologies.\nExperience coordinating technical activities across multiple vendors, subcontractors, and implementation partners.\nProfessional certifications in cloud architecture, systems engineering, cybersecurity, or related technical disciplines.\nIf you're looking for comfort, keep scrolling.
