This position manages flagging personnel, ensures regulatory compliance, maintains operational excellence, supports business growth, and delivers safe, efficient, high-quality services to clients. The role serves as a technical expert in railroad safety, operating rules, and field operations while driving workforce development, client satisfaction, and program scalability.\n\nA TYPICAL DAY MIGHT INCLUDE:Lead and oversee day-to-day railroad flagging operations, ensuring safe, compliant, and professional project execution.\n\nManage contract performance, including scope, scheduling, staffing, deliverables, billing support, and client satisfaction.\n\nDevelop and maintain strong relationships with railroad owners, customers, contractors, and internal stakeholders.\n\nEstablish and enforce operational standards, safety programs, and best practices across all flagging activities.\n\nConduct field audits, operational reviews, investigations, safety assessments, and compliance evaluations.\n\nLead accident and incident investigations, root cause analyses, corrective actions, and regulatory reporting.\n\nRecruit, train, mentor, and develop flagging personnel while overseeing qualification and certification programs.\n\nSupport strategic expansion into new rail markets and regions, identifying opportunities for sustainable business growth.\n\nServe as a Master Flagger and technical resource for railroad operating rules, safety requirements, and customer expectations.\n\nPromote a culture of accountability, continuous improvement, risk reduction, and operational excellence.\n\nREQUIRED EDUCATION/LICENSE/CERTIFICATIONS:\nBachelor’s Degree\n\nREQUIRED QUALIFICATIONS:\n\n10+ Years of Class I Railroad services\n\n8+ Years of freight railroad flagging experience\n\nConstruction experience a plus\n\nStrong communication skills\n\nStrong relationship builder\n\nLEVEL UP WITH LJA\nAt LJA, we’re 100% employee-owned.
