The L&D Program Manager directly supervises learning and development team members and partners closely with business leaders, subject matter experts, and stakeholders to identify development needs, prioritize solutions, and drive learning impact across the organization.\nKEY RESPONSIBILITIES\nLearning Strategy & Program Leadership /Program Management & Execution / Team Leadership & People Management / Stakeholder & Business Partnership /Leadership Development /Operational & Professional Development /Learning Operations & Technology / Measurement & Continuous Improvement\nLead the execution and continuous improvement of enterprise learning and development programs that support operational excellence, leadership capability, professional development, and organizational growth.\nManage and develop a team of learning and development professionals, providing coaching, performance management, resource planning, and career development to build a high-performing function.\nPartner with business leaders and stakeholders to identify capability gaps, prioritize learning solutions, and align development initiatives with organizational goals.\nOversee the design, implementation, and sustainment of scalable learning programs and frameworks that can be effectively deployed across the organization.\nDrive program management and governance activities, ensuring learning initiatives are delivered on time, within scope, and aligned with quality standards and business expectations.\nLead leadership and professional development initiatives, including career development, succession readiness, leadership capability building, and workforce development programs.\nEstablish and maintain effective learning operations, including processes, standards, communication plans, resource management, and program administration.\nLeverage learning technology, systems, and data analytics to improve learner experiences, increase operational efficiency, and support informed decision-making.\nMeasure and communicate program effectiveness through key performance indicators, learning metrics, stakeholder feedback, and business impact reporting.\nChampion a culture of continuous learning and development by promoting innovative learning solutions, continuous improvement practices, and employee growth opportunities across the organization.\nQUALIFICATIONS\nRequired\nBachelor’s degree in human resources, learning & development, organizational development, education, business, or a related field; equivalent combination of education and experience may be considered.\n5+ years of progressive experience in learning & development, talent development, training, organizational development, workforce development.\n3+ years of experience leading programs, projects, or teams.\nExperience managing enterprise learning initiatives and cross-functional stakeholders.\nStrong knowledge of adult learning principles, instruction design methodologies, and learning technologies.\nDemonstrated ability to lead teams and influence organizational change.\nStrong project management, communication, facilitation, and relationship-building skills.\nExperience using data and metrics to drive decisions and evaluate program effectiveness.\nPreferred\nProfessional certifications such as CPTD, ATD, SHRM, PHR, PMO, or equivalent.\nExperience supporting leadership development, succession planning, and talent management initiatives.\nExperience implementing or managing Learning Management Systems (LMS).\nExperience working in large-scale operational or field-based environments.\nKnowledge of workforce development, leadership development, and training operations best practices.\nABOUT LOENBRO\nLoenbro is a large multi-craft industrial contractor operating across 15+ states, providing construction, maintenance, and fabrication services to clients in the energy, mining, and industrial sectors.
