The UMI Operator Foreman is responsible for leading underground maintenance and inspection crews while safely operating heavy equipment and specialized inspection equipment in support of utility maintenance, rehabilitation, inspection, and construction activities. This position oversees daily field operations, ensures compliance with safety and quality standards, coordinates work assignments, and serves as the primary field leader for personnel, equipment, and project execution.
Essential Duties and Responsibilities
- Supervise and direct UMI crews performing underground utility inspections, maintenance, repairs, and related construction activities.
- Safely operate heavy equipment, including excavators, backhoes, skid steers, loaders, vacuum excavation equipment, CCTV inspection units, and other specialty equipment.
- Plan and coordinate daily work activities to ensure projects are completed safely, on time, and within budget.
- Review utility maps, plans, specifications, and work orders to determine project requirements.
- Ensure all excavation and utility exposure activities comply with utility locate and damage prevention requirements.
- Conduct pre-job planning meetings, safety briefings, and job hazard analyses (JHAs).
- Monitor crew productivity, workmanship, and adherence to company standards.
- Coordinate maintenance and inspection activities for underground utility systems, including water, sewer, storm drainage, electrical, gas, and telecommunications infrastructure.
- Perform and oversee trenching, excavation, utility exposure, repairs, and restoration activities.
- Inspect work performed by crew members and ensure compliance with quality control requirements.
- Complete daily field reports, production reports, equipment inspections, and timekeeping records.
- Communicate project progress, delays, safety concerns, and resource needs to project management.
- Train and mentor operators and labor personnel on safe operating procedures and best practices.
- Ensure proper maintenance, fueling, and inspection of assigned equipment.
- Assist with emergency utility repairs and after-hours response activities as required.
Qualifications
Required
- High school diploma or GED.
- Minimum 5 years of underground utility, excavation, maintenance, or construction experience.
- Minimum 2 years of supervisory or foreman experience.
- Proven experience operating heavy construction equipment.
- Valid driver's license with an acceptable driving record.
- Ability to read and interpret utility plans, specifications, maps, and construction drawings.
- Knowledge of excavation safety requirements and underground utility systems.
- Strong leadership and communication skills.
Preferred
- Commercial Driver's License (CDL).
- OSHA 10 or OSHA 30 certification.
- Competent Person certification for Excavation and Trenching.
- Confined Space Entry certification.
- First Aid/CPR certification.
- Utility locating experience.
- Experience with CCTV inspection equipment, vacuum excavation, hydro excavation, or utility maintenance operations.

- Strong equipment operating skills across multiple equipment types.

- Ability to work from plans, specifications, and technical documentation.

- Ability to manage field resources and adjust priorities as project needs change.
Physical Requirements
- Ability to work outdoors in all weather conditions.
- Frequent walking, standing, climbing, bending, kneeling, and lifting.
- Ability to lift and carry up to 50 pounds regularly and more with assistance.
- Ability to enter trenches, excavations, confined spaces, and uneven terrain.
- Ability to work extended hours, weekends, and emergency response assignments as needed.
