Position Summary

The Utilities Superintendent is responsible for overseeing all phases of utility construction projects, including planning, scheduling, resource allocation, safety compliance, quality control, and workforce management. This role provides leadership to foremen, crew members, subcontractors, and field personnel while ensuring projects are completed safely, on time, within budget, and in accordance with project specifications. The Utilities Superintendent serves as the primary field representative for utility operations and works closely with project management, clients, and stakeholders to ensure successful project execution.

Essential Responsibilities

  • Provide overall leadership and direction for utility construction projects.
  • Manage and supervise Utility Foremen, Assistant Foremen, craft personnel, and subcontractors.
  • Plan, coordinate, and monitor daily field operations to ensure project milestones and schedules are achieved.
  • Review project drawings, specifications, schedules, and budgets to ensure successful execution.
  • Coordinate manpower, equipment, materials, and subcontractor resources across multiple projects or work areas.
  • Ensure all work is performed in accordance with company policies, client requirements, and applicable regulations.
  • Promote and enforce a strong safety culture by ensuring compliance with OSHA and company safety standards.
  • Conduct site visits, safety audits, and quality inspections to verify compliance and performance expectations.
  • Identify and resolve field issues, scheduling conflicts, and operational challenges that may impact project success.
  • Monitor project productivity, labor utilization, equipment usage, and cost performance.
  • Collaborate with Project Managers to develop recovery plans and mitigation strategies when needed.
  • Coordinate utility locates, permitting activities, inspections, and interactions with regulatory agencies.
  • Maintain effective communication with clients, engineers, inspectors, and project stakeholders.
  • Review daily reports, production tracking, schedules, and field documentation for accuracy and completeness.
  • Assist with project planning, procurement, forecasting, and budgeting activities.
  • Participate in project meetings and provide regular progress updates to senior leadership.
  • Mentor and develop Foremen and field leaders to support career growth and succession planning.
  • Investigate incidents, near misses, and safety concerns, implementing corrective actions as necessary.

Required Qualifications

  • High school diploma or GED required.
  • Associate's degree in Construction Management, Engineering, or a related field preferred.
  • 8+ years of utility construction experience.
  • 3+ years of experience in a Superintendent, Senior Foreman, or equivalent leadership role.
  • Strong knowledge of underground utility construction methods, excavation practices, and infrastructure installation.
  • Experience with water, sewer, storm drainage, electrical, telecommunications, natural gas, or similar utility systems.
  • Ability to read and interpret construction drawings, specifications, schedules, and project documents.
  • Strong understanding of OSHA regulations and construction safety practices.
  • Valid driver's license with an acceptable driving record.
  • Ability to pass required pre-employment and client-specific screenings.

Preferred Qualifications

  • OSHA 30 Certification.
  • Competent Person Trenching and Excavation Certification.
  • First Aid/CPR Certification.
  • Experience managing large-scale utility or heavy civil construction projects.
  • Experience with project scheduling software and construction management systems.
  • Experience overseeing multiple crews and concurrent projects.

  • Excellent communication and relationship-building abilities.
  • Ability to effectively manage multiple priorities, job sites, and project teams.
  • Advanced understanding of utility construction means and methods.

  • Proficiency with project scheduling, production tracking, and reporting systems.
  • Ability to analyze project performance and identify opportunities for improvement.
  • Commitment to safety, quality, customer service, and operational excellence.

Physical Requirements

  • Ability to work outdoors and travel between active construction sites.
  • Ability to stand, walk, climb, bend, and navigate uneven terrain for extended periods.
  • Ability to lift up to 50 pounds occasionally.
  • Ability to work in varying weather conditions and construction environments.
  • Ability to work extended hours, weekends, and travel as project demands require.

Work Environment

  • Utility construction sites, heavy civil projects, industrial facilities, and infrastructure projects.
  • Exposure to excavation activities, heavy equipment, noise, dust, weather conditions, and active construction operations.
  • Frequent travel between project locations may be required.
